GENERAL PURPOSE :
The Equipment Operator I, II, and III operates a variety of automotive vehicles, light and heavy equipment, boats, and various hand and power tools in the maintenance of lakes, ponds, creeks, canals, and stormwater infrastructure. This work is performed under intermediate supervision the incumbent performs a variety of routine work within established procedures and receives detailed instructions on new projects and assignments; work is reviewed periodically through observation, completion of work orders, and review of results achieved.
ESSENTIAL FUNCTIONS :
Operate a wide range of automotive and aquatic vehicles, power, and hand tools that may include work barges, airboats, clamshells, weedoos, vac-cons, jon boats, canoes, backhoes, forklifts, tractors, dump trucks, front-end loaders, trenchers, backhoes, drills, and chainsaws.
Transport equipment and materials to and from job sites; transport maintenance workers to work site; haul refuse, brush, rock, materials, and equipment.
Harvest debris from lakes; clean stormwater treatment and conveyance systems; dredge sand and muck from aquatic sites, remove trees, brush, and other debris from roads and aquatic sites; clean storm drains; clean and repair storm water drains.
Inspect and maintain assigned equipment; check oil and perform basic service tasks; report malfunctions; prepare equipment; wash and fuel equipment.
Perform manual labor as required.
Perform other work as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES :
Equipment Operator I and II
General knowledge of departmental and municipal rules, regulations, policies, and procedures.
General knowledge of stormwater systems, lakes, and aquatic plants.
General knowledge of occupational hazards, safety rules, and practices of the work.
General knowledge of operation and routine maintenance of lightweight equipment.
Ability to perform a variety of semi-skilled manual tasks.
Ability to safely operate a variety of automotive vehicles, light equipment, and various hand and power tools.
Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.
Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.
Ability to demonstrate proficiency in the City of Winter Park Core Competencies.
Ability to understand and follow oral and written instructions and keep accurate records.

Equipment Operator III
Position performs job duties with working knowledge the incumbent has the ability to recall and apply important and commonly used information from relevant source documents or information in a particular subject field.
MINIMUM QUALIFICATIONS :
Equipment Operator I :
Department : Lakes
Minimum Education : High School Diploma or equivalent
Minimum Experience : A minimum of one year of experience in the operation and maintenance of medium and heavy equipment. Proficiency in the following equipment; Dump truck, backhoe, pumps, Jon boat, barge.
Department : Public Works
Minimum Education : High School Diploma or equivalent
Minimum Experience : A minimum of one year of experience in the operation and maintenance of medium and heavy equipment.
Equipment Operator II :
Department : Lakes
Minimum Education : Must have met all minimum requirements for an Equipment Operator I. High School Diploma or equivalent
Minimum Experience : Minimum one year of experience as an Equipment Operator I. Experience with Aquatic plant identification Emergent / Floating Proficiency in the following additional equipment; Vac-Con and weedoo.

Minimum Education : Must have met all minimum requirements for an Equipment Operator I. High School Diploma or equivalent
Minimum Experience : Minimum of two years of service with the City of Winter Park or equivalent previous work experience. Must have two years of experience in the operation and maintenance of medium and heavy equipment.
Equipment Operator III :
Must have met all minimum requirements for an Equipment Operator II

Minimum Education : High School Diploma or equivalent
Minimum Experience : Minimum one year of experience as an Equipment Operator II. Licensed FDACS applicator. Experience in shoreline and ditch applications, Herbicide planning, and Aquatic plant identification emergent / floating and submersed.

Minimum Education : High School Diploma or equivalent
Minimum Experience : Minimum of your years of service with the City of Winter Park or as an Equipment Operator II. Must have two years of experience in the operation and maintenance of medium and heavy equipment.
An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities and other competencies required for the position may be considered.
CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS :
Equipment Operator I :
Possess and maintain a valid State of Florida Commercial Driver's License (CDL), Class B or higher, or have a CDL Permit and the ability to get the license within six months of hire.
Complete basic Work Zone Safety Certification within one year of hire.
Department : Lakes
Minimum License / Certification : Class B CDL, Airbrake endorsement, Tanker endorsement, FDEP erosion control inspector.
Department : Public Works
Minimum License / Certification : Class B CDL or permit
Equipment Operator II :
Must meet minimum requirements for Equipment Operator I

Minimum License / Certification : FSA Stormwater Operator level 1, Weedoo certification

Minimum License / Certification : Possess and maintain first aid and CPR certificate, Complete a Trench safety and Confined Space course. Possess and maintain a Florida DOT-approved maintenance of traffic certificate
Equipment Operator III :
Must meet minimum requirements for Equipment Operator II

NOTE : All required certifications must be current at the time of application and maintained in an active state as a condition of continued employment.
OTHER REQUIREMENTS : Physical :
This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force repetitively to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, and grasping.
Ability to ascend / descend stairs, scaffolds, and ladders.
Ability to traverse about a variety of environments and obstacles throughout the city, with or without reasonable accommodation.
Ability to remain stationary at job sites for extended periods of time and repetitively operate related equipment for repairs / maintenance.
Ability to position oneself to work in confined or difficult-to-reach spaces.
Ability to manipulate objects, demonstrate small, precise movements, and operate necessary equipment such as small hand and power tools repetitively or continuously.
Environmental :
Tasks may require frequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, hazardous chemicals, etc.
