City Planner / Engineer

As the City planner, the role will be actively supporting the technical analysis and functions required in building, engineering, zoning, and community development. Perform complex and specialized planning, which may include environmental review, current planning, long-range planning, engineering, and code enforcement work. Work collaboratively with the Community Development Director, other departments, and relevant authorities, such as the Planning Commission and Zoning Boards of Appeals, on land use issues related to public and private development.

Evaluates and makes recommendations on the short-term and long-term goals related to the roads and infrastructure, the City's Master Plan. This position reports to the Director of Public Services / City Engineer.

Responsibilities :

• Coordinate site plan reviews, zoning applications, and development proposals.
• Advise and assist property owners, developers, and design professionals on zoning and development processes, Policies and procedures.
• Ensure proper management of policies, records, and reports related to permits, inspections, and code compliance.
• Develop proactive strategies for blight elimination
• Collaborate with public safety, legal counsel, and neighborhood groups to address chronic nuisance properties
• Serve as the City's Zoning Administrator and primary liaison to the Planning Commission
• Develop long and short-term capital improvement plans for roads, bridges, Water and Sewer Infrastructure, facilities and parks.
• Develop and manage RFP's, Contracts, and Professional Services Agreements for Consultants in the development, delivery, and inspection of City Projects.
• Identify and pursue Grant opportunities, public-private partnerships, and capital improvement funding in collaboration with community development
• Identify potential brownfield sites in collaboration with community development and support developers in navigating incentive tools such as Tax Increment Financing (TIF), Environmental Site Assessment, and cleanup.
• Future Development of a Park & Recreation Master Plan

Requirements :

Bachelor's Degree in urban or regional planning, environmental planning, urban design, Transportation Planning / Engineering, or related field, and 4 years of related professional experience.

Preferred Requirements : American Institute of Certified Planners (AICP), Engineer in Training (EIT)
