Program And Operations Supervisor
The Program and Operations Supervisor serves as a working supervisor responsible for overseeing a team of Management Analysts who provide administrative and operational support to the gas construction department. This position plays a critical role in coordinating project workflows, ensuring proper handoffs with development services, energy services, engineering, customers, contractors, and supporting program efficiency. The Supervisor is expected to perform both supervisory duties and hands-on operational tasks, serving as a resource for problem-solving, process improvements, and systems management.
Duties include but are not limited to :
- Supervise and provide daily guidance to Management Analysts, ensuring workload is prioritized and deadlines are met.
- Perform as a working supervisor, overseeing program level reporting and support.
- Coordinate the handoff of project deliverables from internal and external stakeholders to construction, ensuring completeness and accuracy.
- Oversee project documentation preparation and delivery to contractors.
- Work with construction inspectors, engineering, and the program and operations manager to track project status, spending, and closure activities.
- Ensure proper closure of projects, including documentation and records management, in a timely manner.
- Deep dive into City systems to identify opportunities for program management improvements and assist with system updates.
- Serve as a liaison between engineering, construction, and program management to resolve issues and streamline processes.
- Support compliance with organizational policies and regulatory requirements.
Qualifications, Special Certifications and Licenses :
Minimum training and experience :
Bachelor's degree in business or public administration, or field related to assignmentFour years of journey-level professional experience in area related to assignmentAn equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classificationPreferred qualifications :
Experience in construction program management, project support, or utility operations strongly desired.Prior supervisory or team lead experience preferred, but not required.Degree in project management, construction management, or business administration preferred.Experience working with document control systems, GIS, customer information systems, or work management platforms.Licensing, certifications, and / or other special requirements :
A certification as a Property Maintenance Inspector or a Property Maintenance Code Official through the Virginia Department of Housing and Community Development is required for certain Planning and Development Review positions.Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.Knowledge, skills, and abilities :

In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
