Overview
The Affirmative Action Officer 3 (AAO3) serves as DCYF's Limited English Proficiency (LEP) Coordinator and technical expert for language access, accessibility, and civil rights compliance within the Equal Opportunity and Access Division (EOAD). This position ensures the agency complies with Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act (ADA), the Minnesota Human Rights Act, and other applicable laws as they relate to Limited English Proficiency, language access, and accessibility standards.
The incumbent develops, implements, and monitors DCYF's LEP and Language Access Plans, provides compliance guidance and technical assistance to counties, tribes, grantees, and internal divisions, and coordinates responses to language-access-related complaints and investigations. The AAO3 also leads training and outreach initiatives, oversees vendor-supported interpretation and translation services, and uses data analysis to identify and address systemic barriers. By doing so, the AAO3 advances DCYF's mission to provide equitable, accessible, and culturally responsive services for children, youth, and families across Minnesota.
Responsibilities
Language Access Planning : Develop, implement, and monitor DCYF's Language Access and LEP Plan, ensuring compliance with Title VI, the Minnesota Human Rights Act, and other applicable civil rights laws. Establish interpretation, translation, and plain language standards; evaluate contracted services; and create culturally responsive, accessible materials for LEP populations.Technical Assistance and Compliance Monitoring : Provide consultation and training to DCYF business areas, county agencies, tribal partners, and grantees. Review local LEP plans, recommend corrective actions, and ensure sub-recipients meet nondiscrimination obligations.Complaint and Investigation Response : Coordinate DCYF's response to external complaints, civil rights investigations, and oversight inquiries related to language access or discrimination. Collect evidence, conduct interviews, draft position statements, and implement corrective action plans.Training and Outreach : Design and deliver culturally responsive, trauma-informed, and accessible training on LEP requirements, accessibility obligations, and nondiscrimination compliance for internal and external stakeholders.Vendor and Resource Oversight : Manage DCYF's Multilingual Referral Line (MRL) and translation / interpretation vendor contracts. Monitor expenditures, review invoices and service reports, and ensure equitable allocation of resources.Data and Reporting : Collect and analyze data related to LEP usage, translation / interpretation services, and accessibility complaints. Prepare reports for leadership and oversight agencies, and recommend policy and operational improvements.Minimum Qualifications
Three (3) years of professional experience working in civil rights compliance, equal opportunity, language access, disability rights, or related policy and program implementation in a human services, legal, or public sector environment. Experience must include :Developing, implementing, or monitoring language access or civil rights programs (e.g., LEP Plans, translation / interpretation coordination, complaint response, ADA accommodations, or affirmative action reporting).Interpreting and applying civil rights laws (Title VI, Section 504, ADA, Minnesota Human Rights Act) in a workplace or program access context.Providing consultation, training, or technical assistance to staff, leadership, or external partners on nondiscrimination or language access obligations.Familiarity with LEP plan development, current accessibility standards (WCAG 2.1 / 2.2, Section 508, Minnesota digital accessibility standards), and effective engagement with diverse communities.A bachelor's degree in public policy, law, paralegal studies, legal certificate, or a related field may substitute for one (1) year of required experience. A master's may substitute for eighteen (18) months of experience.Preferred Qualifications
Five (5) years or more of progressive professional experience in civil rights compliance, language access coordination, disability access, or equity program management within a government, nonprofit, or human services context.Proven experience conducting compliance reviews, investigations, or audits of internal programs and / or sub-recipient entities (e.g., counties, tribes, grantees) to ensure adherence to civil rights and accessibility obligations.Experience developing and delivering civil rights, LEP, and accessibility training to internal staff and external partners, with emphasis on translation / interpretation standards and engagement with diverse communities.Variety of experiences working effectively with others from different backgrounds and cultures.Additional Requirements
