Summary
FED95 is currently hiring for an experienced Programmer II to fully support our government client, the U.S. Army Tank-Automotive and Armaments Command’s (TACOM) with Information Technology (IT) Support. Fed95 shall provide qualified personnel to support the U.S. Army TACOM mission application architecture, owned by the U.S. Army. Required activities include installation, configuration, integration, testing, troubleshooting, deployment, and sustainment of mission applications and / or systems.
Work Location and Schedule
This is a 100% remote (telework) position. The standard working hours for this contract are 0600 to 1800 hours, Monday through Friday, excluding Federal holidays. Core work hours are 0900 to 1430 hours. Work may commence between 0600 and 0900 hours. The standard workday shall consist of 8.5 hours, including a mandatory 30-minute lunch break. Alternate work schedule, such as the Compressed Work Schedule, may be authorized.
Position Summary
This position is responsible for the following Army sites :
TACOM Unique Logistics Support Applications (TULSA) : The TULSA web site provides a host environment for a number of logistics applications, including safety and maintenance messages, tracking Army major end items loaned / leased, tracking property owned by the government and supplied directly to contractors, manage cannon and mortar firing data, track attendance for new equipment training, and submit changes to technical manuals online. The capabilities of each application hosted on TULSA are described in more detail in an attachment titled Comparison of Alternatives included under Document Upload / Historical Comments section of the Army Portfolio Management System (APMS) .
- Interconnection : TULSA receives several data feeds from external sources and sends data to a few systems.
- Activity : TULSA is a widely used application. Each module in TULSA has its own permission group and user base. There is a group mailbox that receives email from users on a daily basis that requires a response.
Mobility Inventory Contol Accountability System (MICAS) : MICAS uses a cArmy hosted centralized database to manage Shelf-Life for Chemical Defense Equipment (CDE) stored below the national level globally. The system tracks materiel movements and employs shelf life logic to assign up-to-date condition codes based on production lot specific expiration dates and / or extension messages. MICAS Web employs User Access controls to grant installation-specific visibility of assets based on assigned role. Other capabilities include Stock Management Functions, Help / Training, Reports, and Administration. MICAS is accessible via web and its data is exportable. MICAS receives data feeds from the Logistics Modernization Program (LMP) and feeds CDE inventory and shelf-life data to the Joint Acquisition CBRN Knowledge System (JACKS) for inclusion in the annual report to congress.
MICAS Interconnection : MICAS exchanges data with external systems, both sending and receiving.MICAS Activity : There are approximately 1,400 MICAS users and approximately 334,000 military personnel who have been issued CDE via MICASRequired Skillsets :

The contractor shall submit all software documentation and updates (IAW CDRL A006).Apply security patches and updates, integrating them into the codebase and ensuring compatibility with existing functionality. Adhere to established change management processes.Perform code refactoring and optimization to improve application performance, maintainability, and scalability, preparing the codebase for new feature development.Evaluate and integrate updated application dependencies (libraries, frameworks), ensuring compatibility, security, and optimal performance. Manage dependency conflicts.Proactively address technical debt by resolving identified code quality issues, implementing coding best practices, and improving code coverage with unit and integration tests.Analyze database query performance, identify optimization opportunities, and implement code-level changes to improve data access efficiency.Collaborate with product owners and stakeholders to understand new feature requirements and translate them into well-designed, testable, and maintainable code.Develop, test, and deploy new features, ensuring adherence to coding standards, security best practices, and overall application architecture.Participate in code reviews to ensure code quality, share knowledge, and identify potential issues.Additional functions not specifically outlined in this position description as directed by the leader.Minimum Qualifications, Knowledge, Skills, and Abilities :
