Position Description and Job Skill Set
The Mississippi Department of Child Protection Services (MDCPS) seeks experienced IT professionals to support the modernization and transition of the Mississippi Automated Child Welfare Information System (MACWIS) to a modern platform. This modernization aims to improve service delivery, data accuracy, and system functionality by replacing legacy technologies.
Ideal candidates should possess strong experience in Natural, Visual Basic 6 (VB6), and .NET programming languages , with a solid understanding of child welfare systems, business processes, and workflows .
Responsibilities include :
Maintaining and managing legacy Natural code and resolving production issues.
Developing new features and functionalities for future-state systems.
Performing source data analysis and cleanup scripting (SQL, Natural) for :
Data de-duplication of non-licensed resources, court-ordered resources, and orphaned records.
Data integrity corrections such as undefined genders and self-relationship mismatches.
Data migration planning for notifications and alerts to the new CCWIS platform.
Supporting DMT validation and general testing.
Contractors will also act as senior representatives of MDCPS , participating in project meetings, planning sessions, and inter-agency collaborations. They will serve as subject matter experts (SMEs) bridging legacy MACWIS and the modern CCWIS-compliant solution.
Required Skills / Experience
Technical Skills
10 years of Natural Programming Language experience.
10 years of Visual Basic 6 experience.
10 years of SQL Programming experience.
Experience with .NET Framework (C#, ASP.NET) .
Proven ability in maintaining, enhancing, and troubleshooting legacy systems .
Strong understanding of data integration, batch processing, and file-based interfaces .
Experience in code refactoring, modularization , and system migration .
Familiarity with data mapping, conversion , and migration planning.
Proficiency with source control tools (Git, SVN, TFS).
Child Welfare System Experience
Prior experience with SACWIS, MACWIS, or CCWIS systems.
Understanding of child welfare business processes (case management, intake, licensing, reporting).
Ability to translate program requirements into technical specifications .
Professional Experience
Ability to manage competing priorities in a production support environment .
Collaboration with cross-functional teams (BAs, testers, PMs).
Skilled in developing technical documentation and participating in design sessions.
Capable of representing the agency as an SME in technical meetings.
Soft Skills
Strong problem-solving and analytical abilities.
Excellent verbal and written communication .
Self-motivated and able to work independently or in teams .
Proven leadership and mentoring experience.
Preferred / Not Required Skills
Experience with child welfare modernization projects .
Knowledge of federal CCWIS compliance standards .
Experience with federal requirements for child welfare management systems.
