Job Summary

The Loudoun County Department of Transportation and Capital Infrastructure (DTCI) is seeking an experienced, detail-oriented, and self-motivated Program Manager to lead the Special Projects team. The Program Manager-Special Projects is part of the Transportation Planning and Traffic Engineering division. This positions responsibilities include supervising program staff, managing activities related to transportation safety and operational studies, overseeing speed management studies, developing transportation-related programs, and coordinating closely with the Virginia Department of Transportation (VDOT) and private developers.

Duties include, but are not limited to :

  • Managing the Special Projects program and staff.
  • Overseeing safety and operational studies, as well as speed management studies, by coordinating with consultants, obtaining authorizations, reviewing data and reports, facilitating meetings, engaging the public, briefing leadership, presenting findings, approving invoices, and preparing reports.
  • Making recommendations to resolve complex roadway safety and operational issues based on engineering principles in compliance with federal, state, and county policies and regulations.
  • Managing developer projects that are performed in furtherance of their proffers or are being performed subject to a reimbursement agreement.
  • Managing Loudoun Countys participation in the VDOT Secondary Road Six-Year Plan.
  • Serving as the Loudoun County liaison on transportation projects and studies that VDOT is administering.
  • Serving as staff liaison to the Route 28 Tax District Landowners Advisory Board and the Route 28 Tax District Commission.
  • Preparing white papers, reports, and briefings for the department and County leadership.
  • Managing contracts in accordance with county policies.
  • Conducting public meetings.

We are seeking an individual with :

  • Strong project management and leadership skills.
  • Ability to comprehend and interpret technical and traffic analysis reports and engineering drawings.
  • Prior experience presenting findings to the public and elected officials.
  • Ability to provide prompt and effective customer service to various stakeholders.
  • Excellent verbal and written communication skills and have prior public speaking experience.
  • Ability to reason and solve problems in a collaborative manner.
  • Ability to manage multiple time-sensitive tasks in a fast-paced work environment.
  • This position is eligible for partial telework in accordance with County and Department Policies.
  • Flexible scheduling is also available to address required meeting attendance outside of normal business hours.
  • Hiring salary commensurate with experience.
  • Minimum Qualifications

    Masters degree in Transportation Engineering, Planning, Public Administration, Urban Management, Engineering, or related field; four (4) years of progressively responsible work experience; or equivalent combination of education and experience.

    Job Contingencies and Special Requirements

    The position requires occasional attendance at meetings outside normal business hours to present information to the Board of Supervisors and / or other stakeholder groups. A valid drivers license is required. Employment is contingent upon successful background check completion, to include criminal, credit, and driving record checks.
