The Capital Planning Manager leads the team responsible for the execution of regulatory capital analysis in support of National Credit Union Administration (NCUA) supervisory stress testing and capital plan requirements, the ongoing balance sheet forecasting, and scenario analysis. Key responsibilities include supporting credit union's capital adequacy assessment, collaborates effectively across various stakeholder groups, and maintain superior risk management practices. The Manager of Capital Planning is a highly visible position within the Corporate Treasury Department, leading the team responsible for delivering management and regulatory deliverables. The incumbent will support interactions with internal and external stakeholders including senior leaders from Finance, Risk, Member Solutions, Data Analytics, Internal Audit and NCUA Examiners. An ideal incumbent manages the staff responsible for executing capital stress scenarios while ensuring safe and sound processes.

Responsibilities

• Manage the team responsible for the delivery of annual regulatory capital planning and stress testing deliverables to the NCUA, including capital adequacy assessment, quarterly data submissions, collaboration among various business units, integration with Second- and Third- Lines of Defense, and development of the capital plan
• Understand the overall regulatory capital management framework and oversee the complete end-to-end forecast update process
• Partner with various departments across the credit union, including FP&A, Liquidity, ALM, etc. to deepen understanding of capital drivers and lead ongoing development of capital plan
• Participate in remediation efforts related to capital planning program and ensure adherence to established governance standards
• Lead the execution of regulatory and management reporting for net worth and risk-based capital requirements
• Execute in-house scenario analysis as required by regulatory and management guidance
• Research and collect data relevant to stress testing, including understanding various economic environments and documenting assumptions.
• Collaborate with internal stakeholders to develop, model and analyze what-if scenarios in support of business and policy decisions
• Review model inputs and outputs that support the capital plan, including prepayment speeds, sensitivity analysis, interest rate risk assessment, credit risk, liquidity risk, and other key factors
• Communicate effectively to various levels across the organization including senior management
• Leverage subject matter knowledge and written communication skills to deliver concise information
• Review capital planning policies and procedures, recommending changes to improve efficiency or strengthen controls.
• Interpret and assist with implementing management policies for the department
• Partner with business and technology stakeholders to establish a data governance program supporting enterprise data initiatives
• Review and recommend new methods or procedures to make daily operations more efficient
• Perform considerable short-term planning, scheduling, and coordinating to develop and implement business objectives
• Set goals for assigned teams to achieve operational and strategic results
• Provide guidance, mentoring, and development opportunities for directly reporting staff
• Cultivate strong working relationships, build trust among team members, and respond appropriately to employees' concerns
• Assist with the development, monitoring, and maintenance of the annual budget
• Assist with regulatory compliance to ensure work is completed in accordance with applicable laws and government regulations
• Maintain knowledge and understanding of current trends, laws, and issues affecting area of expertise
• Attend educational events to increase professional knowledge
• Complete annual compliance and info security training to understand employees' role in maintaining effective compliance and security programs
