HR Payroll Manager

Salary $55,000 per year

POSITION SUMMARY :

This position is responsible for full cycle employee, benefit, and payroll functions. This position serves as the primary point of contact in cooperation with the General Manager for recruitment, personnel issues, retention strategies, benefits administrator, and human resources. Additionally, this position works closely with the Controller concerning payroll processing, state and federal taxes, annual and semi-annual audits, and monthly benefit invoice reconciliations. The ideal candidate can effectively balance all job duties while meeting deadlines and maintaining a high degree of accuracy and accountability.

Essential Duties and Responsibilities :

  • Process company payroll semi-monthly and intermittently as needed using QuickBooks Desktop.
  • Proactively addressing any actual or potential payroll issues, and making corrections as necessary.
  • Ensure the accurate calculation of state and federal calculation of taxes and employee pay.
  • Process and prepare reports for semimonthly, quarterly, and annual taxes and reconciliations through QuickBooks Desktop and by utilizing in-house spreadsheets to determine amounts owed and submit electronically or by mail as necessary.
  • Complete the annual OSHA 300 reporting requirements.
  • Provide Accounts Payable with benefits invoices for : insurance plans, 401(k) recording keeping fees, 401(k) funding, workers compensation, payroll tax payments,
  • Prepare annual W-2’s and 1094 / 1095C and review for any errors and address prior to submitting.
  • Respond to and process any government entity requests including but not limited to : BLS employee count and payroll reporting, unemployment claims, wage garnishments, child support deductions, and National Medical Support Orders & Notices.
  • Complete verification requests for employment.
  • Update and add internal employee, company, and payroll databases with information for new hires, exiting employees, and active employees with personnel and status changes.
  • Generate personnel, wage, and payroll reports to management as requested and as appropriate.
  • Oversee and implement key recruiting strategies to effectively fill all open positions in a timely manner, to include screening applicants, scheduling interviews, making recommendations to hire as appropriate, and following up with office admin to shorten the timeline an applicant applies to the time they are hired.
  • Provide orientation for new hires and exit interviews to include the appropriate learning and information materials respectively.
  • Administrator of the company 401(k) plan, workers compensation, group health insurance, and voluntary insurance products.
  • Maintain and review employee files, time records, and benefit records such as : PTO and Sick leave balances, FMLA, OFLA, and applicable benefits enrollment or terminations.
  • Report terminating employees with applicable benefit coverages to the appropriate carriers and organization.
  • Complete FMCSA inquires annually, and as needed, for CDL Drivers.
  • Maintain the DC Farmers Co-op Driver list.
  • Review 401(k) 1099-R submission, sign off on year-end compliance reports, prepare and file IRS form 5500 and Form 8955-SSA, and process ADP / ACP refunds annually.
  • Operate office equipment, such as fax machines, copiers, scanners, computer, and phone systems.
  • Must maintain strict confidence of all sensitive customer and employee information.

Other Functions :

  • Troubleshoot office equipment malfunctions; report maintenance or equipment problems to management when basic troubleshooting is unsuccessful.
  • Implement written policies and procedures that govern human resources functions of the company.
  • Recommend appropriate uses of personnel improvement plans and corrective actions to management.
  • Document all relevant information concerning personnel issues and concerns per standard HR practices.
  • Provide up-to-date information to employees as required regarding their leave requests and personnel questions.
  • Communicate and schedule with employees and management applicable trainings for those required and recommended such as (but not limited to) : Heat Illness Prevention, Wildfire Smoke, cashier money handling, OLCC Liquor Sales, Underground Storage Tank, Forklift Certifications, SNAP, and Food Handlers certifications.
  • Coordinate employee events and embody employee involvement.
  • Order and keep an inventory of employee uniforms.
  • Acts as a backup to the Credit and Membership manager.
  • Prepare informational materials such as brochures and SOPs, using MS Word.
  • Orders supplies required by staff.
  • Review work done by others to check for correct spelling and grammar, ensure that work is consistent with company policies, and recommend revisions.
  • Performs all other related duties as assigned.
  • Required Knowledge, Skills & Abilities :

  • 3-5 years of prior payroll experience required.
  • 3-5 years of HR administration preferred.
  • Experienced with QuickBooks Desktop (Enterprise Edition) highly desired.
  • Hight attention to detail required.
  • Strong knowledge of payroll processing and relevant legal regulations surrounding payroll and human resources.
  • Ability to read and interpret documents such as employee policy and operation manuals.
  • Strong interpersonal and verbal communication skills to effectively communicate with management, employees, office staff, vendors, and customers in a friendly, open, and approachable manner.
  • Must have excellent time management skills and meet deadlines while adjusting priorities and managing time wisely to respond to business operations.
  • High School Diploma or equivalent preferred.
  • One or more years of related office and cash handling experience.
  • Experience with maintaining records and documentation in an organized and logical manner.
  • Experience filing 8955-SSA a plus.
  • Physical Requirements :

  • Must be able to remain in a stationary position at least 75% of the time.
  • Constantly positions self to maintain files in cabinets and shelves.
  • Must be able to frequently move and reposition office supplies weighing up to 15 pounds.
  • Must have the ability to work in a second-floor office area with stair only access.
  • Ability to perform repetitive movements with hands, fingers, wrists, and arms over long periods of time.
  • Ability to rapidly adjust to changing priorities throughout the day and still meet deadlines are required.
