Position Overview :

The Shelter Operations Supervisor serves as the senior on-site operational leader responsible for 24 / 7 shelter operations, staffing coordination, and serving as the primary point of contact for the City of Lexington and Emergency Services when the Shelter Manager is unavailable. This role ensures seamless delivery of all shelter services through coordination of staff, vendors, and community partners while maintaining compliance with all operational standards and safety protocols.

Please note : At this time, this is a 5-month contract with no benefits. There may be an opportunity for contract extension after the 5-month period ends.

Essential Functions & Responsibilities :

Operational Leadership & Emergency Response

Serve as the City's and Emergency Services' primary 24 / 7 point of contact in the Shelter Manager's absenceMaintain overall responsibility for shelter safety, security, and compliance with all City directivesRespond immediately to emergencies, incidents, or operational disruptions at any hourMake critical operational decisions to ensure guest safety and program continuityCoordinate emergency response with law enforcement, fire department, and medical services

Staffing & Scheduling Management

Ensure 24 / 7 staffing coverage across all shelter functions and maintain appropriate staff-to-guest ratiosSupervise, schedule, and manage Shelter Support Specialists and other staffCreate and adjust staff schedules based on operational needs, time-off requests, and unexpected absencesMonitor attendance, authorize time off, and maintain accurate timesheets and attendance recordsConduct regular check-ins with staff to address performance issues and provide operational guidancePrepare staffing forecast reports and communicate coverage needs to leadership

Guest Services & HMIS Management

Oversee and conduct guest intake processes using the HMIS (Homeless Management Information System)Ensure accurate and timely data entry for all guest registrations, services, and outcomesCoordinate guest discharge procedures and maintain proper documentationMonitor guest flow, bed assignments, and facility capacity in real-timeAddress guest concerns, de-escalate conflicts, and ensure trauma-informed service delivery

Vendor & Partner Coordination

Coordinate with security providers to ensure continuous coverage and address security incidentsWork with food service vendors to adjust meal quantities based on daily census and dietary needsLiaise with facilities management to report and resolve maintenance issues, equipment failures, or safety hazardsCoordinate with City-approved nonprofits to facilitate guest access to case management, medical appointments, and support servicesEnsure guests have transportation or support to attend scheduled appointments and programming

Quality Assurance & Compliance

Conduct regular facility inspections to ensure cleanliness, safety, and ADA complianceMonitor adherence to all shelter policies, procedures, and City regulationsDocument incidents, prepare reports, and maintain comprehensive operational logsParticipate in City meetings and briefings as the on-site operational representativeSupport data collection and reporting requirements for City oversight

Communication & Collaboration

Maintain clear communication channels with Shelter Manager, Department Director, and City representativesFacilitate daily briefings during shift changes to ensure continuity of operationsRespond to inquiries from staff, guests, vendors, and community partnersCollaborate with case management team to support guest service plansProvide regular operational updates and flag emerging issues to leadership

Required Knowledge & Skills

Advanced proficiency with Microsoft Office Suite, HMIS systems, and scheduling softwareStrong leadership and team management capabilities with ability to direct staff in high-pressure situationsExcellent crisis management and de-escalation skillsKnowledge of trauma-informed care principles and emergency shelter best practicesUnderstanding of homeless services, housing resources, and community support systemsAbility to maintain composure and make sound decisions during emergenciesStrong organizational skills with ability to manage multiple priorities simultaneouslyExcellent written and verbal communication skillsCultural competency and ability to work effectively with diverse populationsAbility to work independently with minimal supervision while maintaining accountability

Required Education & Experience :

Associate's degree or higher preferred; High school diploma or equivalent requiredMinimum 3-5 years of supervisory experience in shelter operations, social services, hospitality management, or related fieldExperience with HMIS or similar case management databases requiredDemonstrated experience managing staff schedules and ensuring 24 / 7 coverageExperience coordinating with multiple vendors, contractors, and community partnersPrevious work in emergency services, homeless services, or congregate care settings strongly preferredMust be a U.S. citizen or U.S. permanent resident for at least the past five (5) years to comply with federal regulationsMust be available for 24 / 7 on-call responsibilities and flexible scheduling including nights, weekends, and holidays

Security Clearance / Background Check Requirements :

Must show proof of eligibility to work in the U.S. Internal background check to the satisfaction of contract requirements.Complete a Drug Test. Child Abuse / Neglect Report (CAN) or child protective services check with no adverse findings.
