Responsibilities
- Review, document, and trace functional and interface requirements for all OSL allocated missions and coordinate with external entities to resolve issues.
- Review verification and validation processes and activities; identify risks, opportunities, and corresponding mitigation plans or implementation milestones.
- Coordinate among OSL divisions to identify and coordinate new requirements, capture emerging risks, and recommend actions aligned with OSL strategic goals.
- Retain cognizance over launch-related studies and provide NRO / OSL leadership with timely and relevant assessments.
- Provide day-to-day support to the OSL to assure routine actions, data calls, and briefings are addressed.
- Provide recommendations / products that reflect the best path for the NRO and OSL.
- Evaluate mission specification requirements and assess adequacy of verification data and actions.
- Support planning, integration, and acquisition for critical space launch support systems, including sustainment, reliability, maintainability, and availability.
- Identify elevated mission risk areas and develop mitigation approaches; conduct Interface Compatibility Assessments; advise on the Launch Readiness Process.
- Provide support to the OSL in preparing for and conducting all required meetings, briefings, reviews, and readiness assessments.
- Maintain working knowledge of launch base systems and infrastructure, including systems maintained by others (e.g., Remote Ground Terminals, communications networks, fiber and conveyance systems) that support OSL and NRO customers.
- Identify and scope facility, system, and communications requirements for new missions and / or capabilities, with recommended solutions.
- Prepare requirements documentation, including drawings and specifications, as well as period of performance and any OSL constraints.
- Provide project management and technical support for OSL System Engineering and Enterprise-level projects.
- Assess impacts to OSL capabilities of proposed changes to the launch vehicle fleet, SV architecture, launch sites, or other launch environment elements.
- Develop briefs for OSL to present to NRO leadership and external organizations.
- Provide program and project cost estimates across all OSL capabilities; support annual budget planning and execution reviews.
- Support technical and programmatic meetings.
Level I – Launch Systems Engineer (LSE-I)
The LSE-I position is an entry level engineering professional who possesses some working knowledge of relevant systems or infrastructure. LSE-I contractors shall possess at least Technical Level I (TL). Desired experience in critical industrial systems.
Level II – Launch Systems Engineer (LSE-II)
The LSE-II position is an entry level engineering professional who possesses some working knowledge of space launch systems and processes. LSE-II contractors shall possess at least Technical Level II (T2). 2 years space launch experience (Desired : 2 years of experience with OSL capabilities or similar).
General knowledge of NRO / OSL launch policy and proceduresGeneral understanding of launch vehicle processes and practices, launch site preparations flow and day-of-launch proceduresGeneral understanding of NRO Satellite Vehicle launch interface requirements, launch transportation and processing requirementsLevel III – Launch Systems Engineer (LSE-III)
The Level-III LSE position is an intermediate level engineering professional who possesses proven working knowledge of space launch systems and processes. Level III LSEs will develop briefings and assessments for a variety of Government customers and audiences and must be able to convey information clearly to Government leadership. Level III LSEs will be required to support strategic planning as well as cradle-to-grave launch and launch support activities. Level III LSE contractors shall possess at least Technical Level III (T3) plus the following :
5 years space launch experience (Desired : 5 years of experience with OSL capabilities or similar)Extensive knowledge of NRO / OSL launch policy and proceduresThorough understanding of launch enterprise capabilitiesThorough understanding of NRO Satellite Vehicle launch interface requirements, launch transportation, fueling and / or processing requirementsWorking knowledge of the NRO SV lifecycle requirementsWorking knowledge of NRO budgeting and financial processesLevel IV – Launch Systems Engineer (LSE-IV)
The Level-IV LSE position is a senior level engineering professional who possesses all the qualifications of a Level-III LSE as well as additional management, communication and technical qualifications. Level IV LSEs will develop briefings and assessments to a variety of audiences and must be able to convey information clearly to Government leadership. Level IV contractors shall possess at least Technical Level IV (T4) plus the following expected qualifications :
10 years space launch experience (Desired : 10 years of experience with OSL capabilities or similar)Demonstrated ability to establish effective working relationships with other Government agencies and mission partnersSubstantive experience providing risk assessments and risk-management recommendations to program managers in support of successful mission accomplishmentExperience delivering effective briefings / presentations / papers on complex topics for diverse audiences, including high-level decision makersDemonstrated ability to prioritize competing requirements and tasks and manage long-term tasks as well as short-term obligationsAbility to provide guidance to Level-I, Level-II, and Level-III LSEsSecurity clearance : Active TS / SCI with CI polygraphSecurity Clearance

The pay range for this position is $100,000 / year to $210,000 / year ; base pay offered may vary based on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
