Water Resources Specialist Associate at State of Arizona

Job Summary
Under the guidance and supervision of the Water Rights Section Manager, this supervisory position will assist in the oversight, planning, and implementation of strategies and programs for maintaining the state's portfolio of water assets, for the purposes of securing, maintaining, sustaining, and utilizing those water assets to ensure the greatest benefit to the beneficiaries of the State's land Trust. This position will be responsible for the processing of water-related applications, reports, and monitoring of water use. Responsibilities include researching, analyzing, and assessing complex, sensitive, and other highly visible multidisciplinary projects, providing oversight, training, and mentorship for other paraprofessional staff, and coordinating with internal divisions, local, state, federal agencies, and private entities.
Responsibilities
- Assist in the oversight, planning, and implementation of strategies and programs for maintaining the state's portfolio of water assets, ensuring compliance with state and federal statutes, rules, and policies regarding water use.
- Research, compile, analyze, interpret, and integrate water resource management data from multiple sources; prepare reports, recommendations, policies, and procedures on complex projects.
- Supervise and provide oversight, training, and mentorship to paraprofessional staff; coordinate with internal staff, federal / state / local entities, and private entities in monitoring and maintaining ASLD's water assets, including general stream adjudication filings, Colorado River contracts, surface and groundwater rights, and related sources of water.
- Respond to water inquiries, prepare memos and correspondence; issue public notices, manage fees, and maintain accurate databases and documents. Attend meetings and identify areas for process and quality improvements; promote adherence to standard work, policies, and procedures.
- Assist in field inspections and writing inspection reports; utilize historical records, maps, aerial imagery, and remotely sensed data; produce maps using relevant programs.
- Other duties as assigned related to the position.
Knowledge, Skills & Abilities
Historical and current concepts in water resource planning, development, and management.Groundwater and surface water use and associated applications, forms, and databases; knowledge of long-term storage credits, recharge, and water supply programs.Legal land descriptions, including townships, ranges, sections, metes and bounds; familiarity with titles and deeds; evaluating historical records; interpreting topographic and aerial imagery.Federal and state statutes, laws, policies, and procedures regarding surface and groundwater.Skills
Establishing and maintaining effective working relationships with governmental / regulatory and private entities.Leadership, planning, organization, prioritization, and directing work flow; training paraprofessional staff; acting as manager in the absence of the manager.Computer proficiency : Word, Excel, PowerPoint, Google applications; mapping software (ArcGIS, Google Earth).Field inspection skills with data collection and compliance verification; use of GPS, cameras, and water level meters.Abilities
Research, analyze, evaluate, identify problems, and propose solutions in multidisciplinary water resource management contexts.Ensure compliance with water resource management programs and applicable statutes, rules, policies, and procedures.Read, analyze, and prepare detailed technical and administrative reports.Prioritize and manage multiple tasks; collaborate with inter-departmental teams; meet deadlines.Communicate technical concepts clearly, verbally and in writing, with federal, state, and private entities.Exercise careful judgment and discretion.Qualifications
A Bachelor's degree in Hydrology, Biology, Civil Engineering, Geology, Watershed Management, or related discipline, or five years of related training and experience meeting KSAs; may include a relevant degree, coursework, and work experience relevant to assignment.
