Client is seeking an experienced HR Consultant to partner with the HR & Enterprise Services team on a 6-month engagement (October 2024 – March 2025).
This role will serve as a catalyst for change, leading a full redesign of the City’s performance review and management process. The ideal consultant will bring :
- Extensive public sector HR experience, including knowledge of laws, regulations, and compliance requirements
- Proven expertise in performance management system design and implementation
- Strong change-management and stakeholder engagement skills
- A history of streamlining processes and delivering measurable results
Location : Cerritos, CA
Duration : 6 months (October 2024 – March 2025)

Required Qualifications
Deep public sector experience : familiarity with laws, regulations, collective bargaining, public agency HR rulesDemonstrated track record of designing and managing performance review / performance management systems for mid- to large-sized organizations, preferably municipalities or comparable public entitiesStrong change-management skills; ability to lead process reengineering and stakeholder alignmentExcellent written and verbal communication; ability to prepare clear tools, training materialsAnalytical mindset : ability to assess data / performance metrics and design measurable improvementsAbility to work independently and deliver results under a defined timeline
