Position Description :
ARM Consulting is seeking a Program Manager to lead operational, analytical, and administrative support activities to ensure our customer effectively fulfills its mission of maximizing small business participation in acquisitions.The ideal candidate brings strong program management experience, knowledge of federal acquisition and small business programs, and the ability to coordinate across multiple stakeholders. This individual will oversee contract performance, manage deliverables, and serve as the primary point of contact for day-to-day operations.
Key Responsibilities :
- Serve as the primary point of contact for all contract-related activities, ensuring compliance with contract terms and performance objectives
- Align all support efforts with DoDI 4205.01, the Small Business Act (15 U.S.C. 644), and applicable acquisition policies (FAR and DFARS)
- Oversee daily operations to ensure
that theoffice functions efficiently and effectively
Collaborate with customer leadership, contracting officers, and program teams to integrate small business goals into acquisition strategiesLead preparation of strategic reports, communications, and briefings for senior leadershipSupport initiatives such as mentor-protg programs, subcontracting plans, and small business outreachTrack performance metrics, assess risk, and report progress against program goalsProvide recommendations to leadership on program improvements and strategic prioritiesBuild and maintain collaborative relationships across government, industry, and small business stakeholdersRepresent ARM and the customer in meetings, workgroups, and strategic planning sessionsMinimum Qualifications :
Five (5) or more years of experience in program or contract management, preferably within the federal governmentKnowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)Experience supporting small business programs or acquisition policy developmentStrong leadership, organizational, and communication skillsDemonstrated ability to manage multiple tasks and meet deadlines in a dynamic environmentDemonstrated skill in stakeholder engagement, maintaining clear communication and alignment across government, contractor, and leadership teamsU.S. Citizenship requiredKey Skills & Qualifications :
In-depth understanding of federal small business programs, acquisition policy, and complianceProven ability to lead program operations and ensure quality deliveryStrong analytical skills with the ability to translate data into actionable insightsExcellent communication skills, including the ability to develop executive-level reports and briefingsEffective collaboration across technical, programmatic, and policy teamsCommitment to delivering mission-focused, high-quality resultsDesired Skills :
Experience supporting Department of Defense (DoD) or Defense Health Agency (DHA) programsFamiliarity with subcontracting plans and small business utilizationPMP certification or equivalent program management credential preferredEducation :
Bachelors degree in Business, Program / Project Management, Public Administration, or related field (Masters preferred)Security Clearance RequirementAn active security clearance may be required for this role.
