Contract Management Best Practices Manager
King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community. We are seeking a highly motivated, organized, and enthusiastic team player to collaboratively lead the finalization and implementation of standard department-wide post-award contract management policies and procedures currently in development. In response to recent audit findings, King County has engaged consultants to help DCHS rapidly identify needed process changes to improve internal controls and post-award contract management practices. The consultants will advise the department on industry best practices and possible process and structural changes needed to implement them. DCHS leadership will be responsible for designing and implementing changes that result in effective, efficient, and equitable contract management and financial management processes for community services programs across the department.
The DCHS Contract Management Best Practices Manager will report directly to the Department's Director of Improvement and Data Strategy. The role will play a key leadership role in assuring contract management policies, procedures, and support tools are collaboratively finalized with impacted division staff and achieve baseline standardization while allowing for needed variation across program area and fund source. The role will also be expected to employ strong person-centered change management techniques to support the Department to successfully and sustainably adopt these new policies and practices.
This recruitment is to fill a Term-Limited Temporary (TLT) position that is anticipated to end two (2) years after start date. If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment (SDA).
Job Duties
To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill and ability to :
- Collaboratively create and maintain department-wide post-award contract management policies, procedures and standards and manage processes to continually improve their effective, efficient, and equitable implementation across the Department.
- Lead DCHS response to audit recommendation items related to contract management.
- Develop a DCHS Contract Management Handbook / Manual. Support the development and implementation of trainings, tools, and resources for all staff involved in post-award contract management.
- Research, interpret, and summarize local, state, and federal laws and regulations as well as industry best practices to provide guidance to DCHS leadership on risk mitigation, novel approaches, etc.
- Take the lead in establishing collaborative partnerships and seeking practice alignment with DCHS' Division and Director's Office leadership, peers in Public Health and other local public agencies, and King County's Procurement & Payables group.

Experience, Qualifications, Knowledge, Skills
Experience successfully leading cross-functional work groups. Experience facilitating effective discussion, resolving conflict, and finding resolution.Experience planning and executing complex change management projects.Demonstrated skill in development and documentation of policies and procedures.Experience developing and delivering trainings and tools to build technical skills for diverse groups.Experience mapping and streamlining work processes, improving operations, meeting deadlines, and working cooperatively to provide high quality deliverables.Demonstrated ability in prioritizing workloads, working successfully under pressure with tight timelines and changing priorities.Demonstrated ability to successfully work collaboratively on a team and in virtual and hybrid work environments.Demonstrated proficiency with MS Office Suite, including Teams and SharePoint.Desired Experience, Qualifications, Knowledge, Skills :
Demonstrated understanding and experience of post-award contract management principles, practices, and frameworks within King County.Deep understanding of DCHS' structure and current contract management approaches.Experience working with contracted service providers.Experience with DCHS' Agiloft system or other similar contract life cycle management data systems.Additional Position Information :
This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook, 401 5th Ave, Seattle, WA 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime.
