Environmental Program Manager

The Environmental Program Manager is responsible for leading and expanding environmental programs with a focus on compliance, design integration, and project delivery under federal, state, and local environmental regulations for public and private sector projects. This role combines strategic environmental leadership with program and project management responsibilitiesoverseeing multidisciplinary teams to deliver environmental documentation, regulatory permitting, and infrastructure projects that balance technical excellence with regulatory compliance.

Program and Project Management

  • Lead environmental program initiatives, including NEPA and ESA documentation, Clean Water Act Section 404 permitting, and related environmental compliance efforts.
  • Manage multiple environmental projects simultaneously, ensuring scope, schedule, budget, and quality standards are met.
  • Provide guidance and mentorship to project teams across environmental disciplines and support the growth and development of environmental staff.
  • Develop and implement program strategies, quality control procedures, and project delivery methods.
  • Oversee consultant coordination, task assignments, and internal team development.
  • Support business development efforts, including proposal preparation, RFQ responses, and client relationship management.

Environmental and Regulatory Oversight

  • Coordinate and prepare environmental documentation, including Categorical Exclusions, Environmental Assessments, Environmental Impact Statements, Habitat Conservation Plans, Biological Assessments, Phase I ESAs, and Clean Water Act Section 404 permits.
  • Lead or support regulatory consultation with local, state, and federal agencies, including TxDOT, FHWA, USACE, USFWS, and TPWD.
  • Provide technical oversight for field investigations, data collection, and analysis supporting environmental documentation and design decisions.
  • Prepare and review permit applications, regulatory filings, and supporting reports.
  • Ensure compliance with environmental regulations, including NEPA, ESA, NHPA, CWA Sections 401 and 404, and Rivers and Harbors Act Section 10.
  • Client and Stakeholder Engagement

  • Serve as a primary point of contact for clients, regulatory agencies, and stakeholders throughout project development.
  • Facilitate meetings, public presentations, and coordination sessions with multidisciplinary project teams.
  • Represent the firm at public forums, technical conferences, and industry events.
  • Qualifications

  • Bachelor's degree in Environmental Science, Environmental or Civil Engineering, Environmental Planning, or a related discipline; Master's degree preferred.
  • Minimum of 7 years of professional experience managing environmental and infrastructure projects.
  • Demonstrated experience preparing environmental documentation and permitting under NEPA, ESA, CWA, and related regulations.
  • Proven success managing multidisciplinary teams and coordinating with clients, consultants, and regulatory agencies.
  • Strong technical writing, communication, and organizational skills with proficiency in Microsoft Office and ArcGIS.
  • TxDOT environmental pre-certifications preferred.
  • Ability to lead projects independently and collaboratively, with flexibility for occasional overtime to meet project deadlines.
