Position Summary / Objective :

The Business Development (BD) Manager supports a robust business development process by engaging with potential customers and teammates and through the identification and analysis of new opportunities. This individual will centrally manage and coordinate Business Development, Capture, and Proposal Development in addition to assisting in securing new and existing work in the Federal / DoD marketplace. They will assist in KMS pipeline opportunity identification, development, qualification and capture to grow revenue. The individual filling this role must collaborate effectively, negotiate and cooperate to achieve business goals.

  • Supports all the activities necessary to develop and deliver qualified opportunities to capture managers.
  • Work closely with the KMS management team to develop and / or refine capture plans.
  • Supports Regional and Functional Directors, Program Managers and company leaders in developing or improving capture plans for assigned opportunities.
  • Develops opportunity evaluation tools including capability matrices and overview slides.
  • Responsible for Customer Resource Management (CRM) tools, databases and other digital medium.
  • Responsible for public-facing forums for the company such as LinkedIn, Corporate Website and membership / association interfaces.
  • Oversees monitoring of contract opportunities in federal, state, local and corporate digital environments such as SAM.gov, Seaport NextGen, GSA OASIS +, etc.
  • Oversees research and analysis on potential partners, competitors, opportunities, customers and markets.
  • Oversees proposal development efforts and Proposal Coordinators.
  • Centrally manages requests for Teaming Agreements and Non-Disclosure requests for corporate partners.
  • Attends corporate trade shows, conferences, industry days and customer engagement meetings as directed.
  • Describes corporate capabilities and experiences to potential customers and partners.
  • Maintains KMS staff resume and competency databases.
  • Develops and maintains corporate processes for business development and makes recommendations for improvements to the process.

Required education and experience :

  • Minimum of a Bachelor’s Degree.
  • 3+ year of experience in Federal Proposal Development / Capture
  • Proficiency in electronic file storage, Microsoft SharePoint, web-based tools
  • Experience in US Navy support
  • Preferred education and experience :

  • Bachelor’s degree in business, marketing or a technical area.
  • Prior active duty or reserve military service a plus.
  • 4-10 years’ experience in federal government business development
  • Experience in capture for Non-Navy Military Services.
  • Competencies :

  • Excellent communications skills – demonstrated through written and oral presentations, development of proposals or position papers and other products
  • Strong Data Management skills
  • Comfortable engaging and presenting a corporate sales ‘pitch’ to industry and government partners
  • Comfortable in trade show environments
  • Proficient with MS Office Suite : MS Teams, MS SharePoint and MS Excel
  • Must be a Self-Starter
  • Must be able to think strategically
  • Possesses analytical presentation and problem-solving skills
  • Work authorization / security clearance requirements :

  • Must be able to obtain and maintain a Secret security clearance.
  • Location :

  • Preferred location is Alexandria, VA. Options for Melbourne, FL, Newport, RI, or remote location.

    While performing the duties of this job, the employee is regularly required to talk or hear. Excellent listening skills are essential. The employee frequently is required to stand, walk, use hands to finger, handle or feel, and reach with hands and arms.

  • Ability to frequently traverse stairs and is capable of sitting for long periods of time, standing, walking, crouching and kneeling.
  • Reaching, handling, using equipment, keyboards and mobile devices.
  • Lifting boxes (files and supplies) up to 20 lbs.
  • Position Type / Expected Hours of Work :

    The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the “core” work hours of 9 : 00 a.m. to 3 : 00 p.m. and must account for the hours in a pay period to maintain full-time status.

    Telework :

  • This position may allow for up to 30% telework.
  • Travel :

  • This position includes a low level of travel of 10-25% to Trade Shows and meetings with industry partners.
