Overview

This is a highly skilled technical work in monitoring and record keeping of water treatment facilities involving extensive supervisory and administrative duties and related exposure to work in field conditions.

Salary references note that compensation is determined by qualifications and may include additional compensation based on licensure.

Responsibilities

  • Works with SCADA system to make operational changes to plant operating parameters and interprets data feedback from the SCADA system.
  • Oversees and trains SCADA Operators in Operations and Control of water treatment plants and facilities using complex treatment processes (ozone, ion exchange and / or granular activated carbon).
  • Ensures compliance with all applicable Florida Administrative Codes, laws, rules, standards, and permit requirements.
  • Supervises and trains operators in the use of new equipment and procedures; prepares annual performance evaluations for subordinates; approves time sheets and requests for leave.
  • Oversees safety standards and procedures, maintains safety-related records, and ensures proper use of safety equipment.
  • Maintains, prepares, and submits required EPA, Florida Department of Environmental Protection (FDEP), and St. John's Water Management District (SJWMD) reports; collects and submits data to assist with department operations (budget preparation and purchasing planning).
  • Oversees general maintenance tasks to keep water treatment plant facilities in compliance; calibrates monitoring equipment, performs minor repairs, replaces parts, cleans equipment or work areas, and reports faulty equipment.
  • May perform daily laboratory and field analyses, and routine calibrations for water purification processes, and assist operators in duties at the facilities.
  • Oversees and assists in compliance sampling requirements for all associated facilities.
  • Informs staff of upcoming tasks, critical events, policy changes, and other relevant information; addresses customer concerns efficiently and professionally.
  • Monitors and orders treatment plant chemicals and supplies to maintain adequate inventory levels.
  • Responds to internal and external customers to resolve issues.
  • Assists with emergency duties as part of essential personnel responsibilities and may perform alternate duties as required.

Qualifications

  • Must possess a High School diploma, GED, or equivalent. Must have a minimum of five (5) years' experience that includes water treatment plant operations, equipment maintenance, regulatory compliance and reporting, with supervisory experience.
  • Must possess a valid Class "B" Water Plant Operator's license issued by the Florida Department of Environmental Protection. Preference will be given to those with a Class "A" license.
  • A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
  • Must possess and maintain a valid Florida Driver's License.
  • Experience working with ozone, GAC (granular activated carbon), or ion exchange treatment is preferred.
  • Must have regulatory compliance sampling experience.
  • Must be proficient in SCADA operations.
  • Must possess A+ and Network+ certifications or acquire within 18 months of position.
  • Experience working with state regulatory agencies such as the Florida Department of Environmental Protection and the St. John's Water Management District.
  • Must be able to utilize Microsoft Office programs for routine paperwork and records; familiarity with computer operations and data entry procedures as they pertain to operational needs.
  • Must be available to work any hours or days as required and respond when called upon for emergencies.
  • Must be able to communicate clearly, orally and in writing.
  • Assists maintenance personnel in repair of mechanical and electrical equipment.
