Location : Portsmouth, VA (On-Site / Office)

Duties :

You will assist in the administration, technical compliance enforcement, and evaluation of the Specification Development and Availability Execution Support (SDAES) Planning contract in support of Navy depot-level planning activities.

You will interpret depot-level planning performance data and understand decisions may have major technical, fiscal or contractual impact on Navy surface ship depot-level maintenance and modernization planning.

You will provide direction for dynamic contract oversight requiring a broad knowledge of Navy surface ship depot-level maintenance and modernization planning processes and represent the activity at all levels of management and external interaction.

You will communicate in a professional manner, both in writing and orally, to allow interaction with a wide range of Flag-grade naval officers, senior civil service managers, and private sector senior ship repair managers.

You will have demonstrated skill in using a wide variety of fact-finding techniques, task analysis, work distribution and workflow charting, statistical work measurement studies, and systems analysis.

Requirements :

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and / or final security clearance prior to entrance on duty.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics.

Qualifications :

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector analyzing, designing or conducting comprehensive management studies to evaluate the Specification Development and Availability Execution Support (SDAES) Planning contract in support of Navy depot-level planning activities.

This announcement uses the Direct Hire Authority (DHA) for AcqDemo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. The NH-03 broadband is equivalent to the GS-12 and GS-13 grade levels.
