Overview
This Enterprise Project Management (EPM) position plays a critical role in leading strategic technology initiatives within the City's Enterprise Project Management Office (EPMO) . This position is responsible for managing complex, cross-departmental projects that drive digital transformation, improve public service delivery, and align with citywide strategic goals. The EPM will apply project management discipline, change management strategies, business analysis techniques, and people leadership skills to ensure successful outcomes.
We are seeking a highly skilled and motivated Enterprise Project Manager (IT Assistant Manager level) to lead and facilitate a range of critical IT functions and services, including IT project management, IT policy creation, digital transformation, risk management, change management, data analytics, and IT governance. This role will be essential in helping grow and mature our Enterprise Project Management Office (EPMO) while fostering an innovative culture within the organization. The ideal candidate will work closely with the EPMO IT Manager to drive continuous improvement and technological advancements that align with business objectives.
Key Responsibilities
This skill set encompasses aligning IT initiatives with public sector goals, managing diverse stakeholders, and ensuring compliance with governmental regulations and funding practices. It includes proficiency in risk identification, change leadership, and adapting methodologies like Agile or Waterfall to suit departmental needs. The competencies emphasize technical awareness—such as understanding legacy systems and cloud platforms—alongside effective vendor oversight, data-driven decision-making, and cross-functional collaboration. Key focus areas also include enhancing service delivery, managing resistance, and fostering organizational readiness through structured requirements gathering, process modeling, solution evaluation, and rigorous testing and documentation practices. Together, these competencies support the successful delivery of IT projects that drive innovation, accountability, and improved public service outcomes.
This employee supervises and coordinates assigned Enterprise Technology Solutions (ETS) or assigned department program activities and operations, such as network services, computer application services, systems administration of UNIX and mainframe platforms, database administration and data processing activities. Employee coordinates assigned activities with other divisions, outside agencies, and the general public and provides highly responsible and complex staff assistance to the Information Technology Manager. Performs related duties as required.

Required Education And Experience
Each applicant must have three years of experience as a Computer Systems Analyst with the City of Cincinnati. Each applicant must also have a Bachelor's Degree from an accredited college or university in computer science / information processing, mathematics, statistics, quantitative analysis, or a related field.
OR
Each applicant must have eight years of experience in an Information Technology classification with the City of Cincinnati. Each applicant must also have an associate degree from an accredited college or university in computer science / information processing, mathematics, statistics, quantitative analysis, or a related field.
OR
Each applicant must have a minimum of five years of supervisory / management-level professional work experience in Information Technology. Each applicant must also have a bachelor's degree from an accredited college or university in computer science / information processing, mathematics, statistics, quantitative analysis, or a related field.
OR
Each applicant must have five years of experience within the information technology industry and two years of supervisory / management-level professional work experience. Additionally, each applicant must have a bachelor's degree from an accredited college or university in computer science / information processing, mathematics, statistics, quantitative analysis, or a related field
An equivalent combination of education, training, certifications, and military or other demonstrable experience that demonstrates required knowledge, skills, and abilities may be considered.

Must be an excellent communicator and team builder.
Must pass security clearance.
Military Education & Experience Evaluation
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.
