Youth Justice Supervisor
The purpose of this position is to supervise and implement effective client services for all components of youth justice, treatment court, intoxicated driver improvement program, and children's long-term support programming according to applicable professional social work standards, ordinances, laws, rules and regulations for Pierce County Human Services.
Essential duties and responsibilities include : assigning cases to personnel according to worker's capabilities and training, monitoring cases management tasks for effectiveness and compliance with local, State and Federal rules and regulations, providing consultation to assigned worker, law enforcement, District Attorney and other involved agencies, evaluating subordinates' performance, determining placement of clients into legal custody, protective placement, etc., receiving and responding to client's complaints, advising Director regarding Unit activities, developing Unit policies and procedures, interpreting policies, developing community resources for client rehabilitative and preventive services, researching funding and writing grant applications, preparing required statistical and narrative reports for local, state and federal authorities, participating in on-going training, attending meetings, seminars and workshops regarding assigned unit programs, providing emergency social services to clients through after-hours 24-hour on-call, representing the Unit and Department in court proceedings and meetings, participating in Department planning and Unit budget development, providing client intake and referral services, and other duties as assigned by the Human Services Director.
Minimum qualifications include a Master's degree in Social Work and five full time years of experience working in social work or a Bachelor's degree in Social Work with seven full time years of experience working in social work. Prior human services supervisory experience desired, but not required. Wisconsin Social Work Certification required. A valid driver's license is required. Knowledge, skills, and abilities include the ability to analyze data and information using established criteria, in order to determine consequences and to identify and select alternatives. Ability to manage and direct a group of workers, including the ability to provide counseling and mediation. Ability to persuade, convince and train others. Ability to advise and interpret regarding the application of policies, procedures and standards to specific situations. Ability to utilize consulting and advisory data and information such as legal documents, union contracts, client records, payroll records, mental / medical health reports, job applications, HSRS reports, caseload lists, performance appraisals, non-routine correspondence, meeting agendas and minutes, State statutes, State administrative code, program manuals, text books, DSM V, and organizational analysis. Ability to use functional reasoning in performing influence functions such as supervising, managing, leading, teaching, directing and controlling. Ability to exercise the judgment, decisiveness and creativity required in critical or unexpected situations involving moderate risk to the organization. Ability to operate equipment and machinery requiring simple but continuous adjustments, such as calculator, computer, telephone, photocopier, fax machine and motor vehicle. Ability to organize work and develop work procedures with minimum supervision; ability to establish and maintain effective working relationships with County officials, County administrators, County employees, staff, State and Federal agencies, legislators, judges, and general public; ability to prepare and maintain records. Must be dependable, tactful, and maintain confidentiality. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratios, and percentages. Must be able to read, write, and understand English.
Physical requirements include the frequent exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force; work requires speaking and hearing, repetitive motions, frequently requires standing and reaching with hands and arms and occasionally requires sitting, walking, climbing stairs, balancing, stooping, kneeling, crouching, pushing, pulling and lifting. Work requires close vision, ability to adjust focus, color perception and peripheral vision, vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and / or to make fine distinctions in sound; work requires preparing and analyzing written computer data, operating machines and observing general surroundings and activities.
Environmental ability includes the ability to work under generally safe and comfortable conditions where exposure to environmental factors such as potential violence may cause discomfort and poses little risk of injury.
