Project Overview :

Innosoft is the primecontractor for MD Benefits (formerly MD THINK), supporting the management,design, development, testing, and implementation of this strategic InformationTechnology (IT) program. Maryland Benefits is seeking an agile developmentresource team with required skill sets to build and / or maintain the MarylandBenefits infrastructure / platform, applications development, data repositories,reports and dashboards and support activities related to network services andsystem oper ations.

The Shared DataPlatform (SDP) is designed as a cloud-based, data-centric infrastructure tosupport scalable, flexible, and integrated data operations. It empowersself-service and accelerates data-driven decision-making across the enterprise.Key strategic goals include establishing a mature data infrastructure thatbalances analytics and business intelligence, enabling iterative learning andactionable insights, and fostering a "Data Center of Excellence"(DCoE) to govern and enhance data-driven processes. The SDP also prioritizesthe delivery of trusted information and the streamlined onboarding of StateAgencies to the Maryland Benefits platform through standardized procedures,ultimately driving operational efficiency and measurable business value. The"Data Platform - Automation" team plays a critical role in achievingthese goals by supporting the "Data Platform - Engineering" team.

Duties / Responsibilities :

Bringbest practices in human centered design to support initiatives across the stateto holistically improve users’ end-to-end experiences with state services. Be achampion for user needs and guide designers, researchers, content strategistsas well as technical teams on projects with state agencies. Engage withstakeholders across organizations in order to build customer understanding,solve challenging problems, and empower teams to collaboratively developmetrics, measuring results, and integrate new methodologies optimizing customerexperience and program performance. Communicate user research findings andinsights through appropriate artifacts including personas, journey maps,wireframes and prototypes.

• Conduct user research, including interviews,surveys, and usability testing, to gather insights into user behaviors,preferences, and pain points within the shared platform environment.
• Analyze research findings and translate theminto user personas, user journeys, and design requirements that inform thedesign process.
• Design intuitive and visually appealing userinterfaces for various applications and tools within the shared platform,ensuring consistency, accessibility, and adherence to design standards and bestpractices.
• Collaborate with developers and technical teamsto ensure that design solutions are technically feasible, scalable, and alignedwith performance, observability, and security requirements.
• Participate in designing and implementing datagovernance and security measures, ensuring that user interfaces promote dataintegrity, privacy, and compliance with relevant regulations.
• Develop and maintain design systems, styleguides, and pattern libraries to ensure consistency and efficiency across theshared platform's user interfaces.
• Conduct usability testing and gather userfeedback to improve and refine the user experience, addressing performance,stability, and observability issues.
• Collaborate with cross-functional teams toensure design solutions align with business goals, technical constraints, andstakeholder requirements.
• Stay up to date with industry trends, emergingtechnologies, and best practices in UX / UI design, accessibility, anduser-centered design principles.

Requirements

Education :

This position requires a Bachelor’s degree from anaccredited college or university with a major in computer science, informationsystems, engineering, business, or a related scientific or technicaldiscipline; or three (3) years of equivalent experience in a related field.(Note : A Master’s degree is preferred.)
