Position Overview
We are seeking a Senior Program Business Analyst Lead to support a large-scale, multi-year technology modernization program for a major public-sector organization. This position will play a key role in coordinating cross-functional initiatives, managing change requests, and ensuring alignment across multiple business and technical workstreams.
The Senior Program Business Analyst Lead will work closely with program leadership, project managers, and business stakeholders to facilitate decision-making, track deliverables, and ensure smooth execution across all program areas. This role operates at the intersection of business analysis, program coordination, and project management, requiring both strategic insight and hands-on execution.
Key Responsibilities
- Lead and coordinate program-level business analysis and project activities across multiple workstreams.
- Manage program scope, risks, deliverables, and schedules in alignment with overall program goals.
- Collaborate with project managers, business leads, and technology teams to ensure communication and transparency across the program.
- Review and track program issues, risks, and action items, escalating as necessary to maintain project momentum.
- Facilitate program-level decisions, approvals, and prioritization of change and enhancement requests.
- Support agile program delivery through participation in sprint planning, reviews, retrospectives, and backlog grooming sessions.
- Work closely with vendors, business owners, and IT teams to align requirements, dependencies, and timelines.
- Oversee and coordinate change management activities, including facilitation of change control meetings and documentation.
- Contribute to continuous improvement by identifying process optimization opportunities across the program lifecycle.
Requirements
Five (5) or more years of experience as a Senior Business Analyst or Program Business Analyst, including experience leading matrixed teams of business, technology, and testing professionals.Demonstrated expertise in requirements management, quality management, and test management processes.Strong project management skills, including scope control, risk mitigation, and progress tracking across concurrent initiatives.Proven ability to work within both agile and waterfall delivery frameworks.Hands-on experience with project management and collaboration tools, ideally Azure DevOps, JIRA, or equivalent systems.Excellent facilitation and communication skills, with experience driving decision-making among senior stakeholders.Experience coordinating activities in large, complex technology modernization or enterprise transformation programs.Preferred Qualifications

Requirements
5+ years of experience as a Business Analyst, including matrix management experience leading business, technology, and testing teams - 5+ years of experience in scope & requirements management, quality management, and test management approaches and processes - Strong project management skills to help facilitate tasks execution status of each project area; escalate risk areas as needed; coordinate all project activities and provide expertise throughout the design, development, and implementation phases.
