PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain : exploration, production, industrial processing / refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. Job Purpose

This is a highly visible position with broad responsibilities for primarily internal communications strategic planning, execution and measurement. This position reports directly to the Director, Communications & External Affairs (& Public Information Officer “PIO”).

In collaboration with the Director, Comms & External Affairs, helps manage a robust internal communications program, supports the management of crisis and incident response communications readiness program and toolkit primarily from an internal communications perspective, and will serve as a Deputy PIO in the site’s Emergency Operating Center.

The Sr. Communications Advisor also will work in coordination with the Director, Comms & External Affairs, colleagues and internal stakeholders to deliver high-impact values-driven internal communications programs and projects that align with business goals and objectives and works to enhance corporate culture and reputation.

Accountabilities & Responsibilities :

• Coordinate with Director, Comms & External Affairs on planning / developing / implementing dynamic internal communication programs, projects, toolkit materials, weekly eNews, Intranet news and Digital Signage posts, and visual library in support of daily operations, presentations and engagements, including the quarterly town halls, and crisis / incident response communications to maintain high-touch interaction with employees and contractors, and drive a dynamic, safety-minded, values-driven culture in support the site’s business priorities and reputation.
• As internal communications content manager, network with colleagues throughout the site to identify and develop editorial ideas for weekly Intranet and emailed eNews articles and Digital Signage posts to keep employees and contractors informed, engaged and safe. Maintain a robust weekly editorial calendar for all internal communications channels – Intranet, eNews, Digital Signage and presentations that support the site’s values-driven culture, reputation and business priorities, and can be leverage in external communications, as well as internal communications channels.
• Advocate to drive positive change, influence and enhance site culture and reputation through informative and collaborative communications that position site initiatives for successful internal and external outcomes, including but not limited to inspiring and empowering colleagues and building / growing positive relationships throughout the site and with our fenceline community.
• Establish success metrics to provide discipline in determining the reach and impact of each internal communications initiative.
• Stay abreast of industry and National Incident Management System Incident Command System (NIMS ICS) best practices that can continuously improve the site’s overall and incident response communications programs.
• Coordinate with Brand, Design and Multimedia resources, collaborate across multiple departments to foster cross-functional partnerships and research official industry resources to maintain a current and dynamic Intranet presence for PEMEX Deer Park. Anticipate and plan for upcoming issues, source content and encourage defined participation within the site’s social media policy.
• Serve as Deputy Public Information Officer for the site, contribute to maintaining and enhancing the crisis / incident response communication plan and toolkit, primarily from an internal communications perspective, and coordinate as needed with third-party on-call PIO support consultants.
• Participate in all required training and drills supporting this role in the Emergency Operations Center.
