Job Summary
The Director of Business and Fiscal Management serves as a key member of the Elizabethton City Schools leadership team and is responsible for the effective management of all financial operations of the district. This includes oversight of budgeting, accounting, payroll, purchasing, investments, and financial reporting. The Director of Business and Fiscal Management ensures fiscal integrity, compliance with state and federal regulations, and provides strategic financial leadership to support the district's mission of delivering educational excellence.
Main Duties and Responsibilities

- Develop, administer, and monitor the district's annual budget in collaboration with the Director of Schools, the Board of Education, and district leaders.
- Oversee all accounting functions, including payroll, accounts payable / receivable, purchasing, and financial recordkeeping.
- Prepare and present accurate financial reports to the Director of Schools, the Board of Education, and regulatory agencies.
- Ensure compliance with applicable laws, regulations, board policies, and generally accepted accounting principles.
- Lead the district's annual audit process and coordinate with external auditors.
- Monitor cash flow, investments, and debt service obligations to safeguard district assets.
- Provide financial forecasts, analysis, and recommendations to inform decision-making and long-term planning.
- Supervise, train, and evaluate business office staff to ensure efficiency, accuracy, and ongoing professional growth.
- Supervise the system's supporting services through the directors of property services, transportation, purchasing, food services, and business services.
- Establish and maintain strong internal controls and effective financial systems.
- Serve as an advisor to the Director of Schools and the Board of Education on fiscal matters and resource allocation.
- Collaborate with school and district leaders to align financial resources with instructional priorities and student achievement goals.
- Performs other duties as assigned by the Director of Schools.
Minimum Education and Experience
Bachelor's degree in accounting, finance, business administration, or related field preferred.Master's degree, CPA designation, or school finance certification preferred.Five or more years of progressively responsible experience in financial management, preferably in public education or government, is preferred.Demonstrated leadership and supervisory experience is preferred.Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
