OPERATIONS RESEARCH ANALYST with Security Clearance
- You will train analysts on fundamentals of cost estimating, including but not limited to model building, rate analysis, and learning curves.
- You will analyze program issues using mathematical modeling and operations research techniques.
- You will use fundamental concepts and techniques of operations research to solve problems, identify trends, or improve programs.
Responsibilities
Lead development efforts of life cycle cost estimates involving ALRE and Support Equipment programs.Utilize advanced Excel economic modeling techniques in the review and approval of cost models generated by Branch analysts.Develop new procedures and tools to support Branch estimators, drawing from knowledge of Microsoft macros, NAVAIR Cost Department SOP, and Cost Branch policies.Train junior analysts on NAVAIR cost estimating and proposal evaluation procedures, data sources, methodologies, and provide ongoing refresher training.Support Cost Branch / Department management by acting as the focal point for high-visibility, high-risk analyses and special studies related to NAVAIR ALRE, Support Equipment, and broad Command initiatives.Qualifications
In addition to the Basic Requirements, at least one year of specialized experience at or equivalent to the DP-4 / GS-12 / 13 level in the Federal service or equivalent in the private / public sector. Specialized experience must include :Leading development efforts of multiple life cycle phase cost estimates involving ALRE and Support Equipment programs.
Using advanced Excel economic modeling techniques in evaluating cost models.Developing new procedures / tools for Branch estimators, with knowledge of Microsoft macros and related SOPs.Training junior analysts on cost estimating and proposal evaluation procedures, data sources, methodologies, and refresher training.Supporting management with high-visibility analyses and special studies related to NAVAIR ALRE / Support Equipment or broad Command initiatives.Education : Possess a bachelor's degree or higher in a related field as required by OPM / individual occupational requirements, and combinations of education and experience may apply as described in the standards.Requirements / Conditions of Employment
