Deputy Director-Economic Development

Salary range is $118k to $216k, with a midpoint of $167k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity, and market.

General Purpose :

Reporting to the Deputy Executive Director Economic Development and under general direction, the Deputy Director - Economic Development is responsible for monitoring and implementing the Agency's Disadvantaged Business Enterprise and Small Business programs to ensure compliance with all applicable federal / state laws, applicable Federal Transit Administration guidelines, and requirements and other applicable regulatory agency guidelines.

Essential Functions :

  • Provides operational oversight and management of functions and projects related to planning, organizing, monitoring, and implementing the Agency's DBE and Small Business Programs to ensure legal, regulatory, and contractual compliance requirements are adhered to.
  • Supervises, trains, coaches, and motivates Economic Development team members; coordinates and provides technical guidance, training, and growth opportunities, and assists in the management of the workflow and prioritization of projects.
  • Ensures compliance with all applicable federal / state laws, applicable Federal Transit Administration (FTA) guidelines and requirements, and other regulatory agency guidelines.
  • Tracks and monitors Sound Transit's agency DBE goal attainment.
  • Tracks and monitors Sound Transit's agency Small Business, Veterans, and LGBTQ business participation.
  • Under direction of the Deputy executive Director, manage workplace experience of assigned staff, manage workflow and prioritization of and projects; support in the developmental work plans for staff, measure the performance assigned staff, and take appropriate corrective action when necessary, and provide advice and counsel and where needed.
  • Plan, direct, coordinate, and review the work of assigned staff; assign work activities and coordinate projects and programs; provide constructive feedback; review and evaluate work and make effective suggestions and recommendations.
  • Provides direction on technical processes including reviews processes for calculating, analyzing, and evaluating Small Business and Disadvantaged Business Enterprise (DBE) goals and requirements for Agency procurements and contracts in order to meet pertinent federal, state, and local laws, codes, and regulations.
  • Builds capability within the team and larger organization to support CREI-EDD goals and programming.
  • Manages existing data, and develops new data, for business intelligence.
  • Support cross department collaboration among Procurement, Legal, Finance, Capital Development, Information Technology, Agreement Managers, and others in the advancement of CREI-EDD work.
  • Develop and maintain standard operating procedure documentation, templates, and guides.
  • Support Deputy Executive Director inquiries that require management responses, and other high visibility requests.
  • Is responsible for preparation and submittal of the Federal Transit Administration (FTA) reports including the semi-annual Uniform Report and Triennial Review.
  • Serves as Project Manager for DBE Disparity Study.
  • Manages operations for Commercially Useful Functions assessments of contractors, subcontractors, and consultants.
  • Manages operations for financial reporting and tracking systems including B2GNow.
  • Establishes and maintains effective internal and external working relationships including, but not limited to internal staff, DBE and small businesses, prime contractors / consultants, outside agencies, community groups, and the general public.
  • Provides technical assistance and consultations regarding DBE / SB program needs.
  • Identifies and proposes DBE and small business outreach and technical assistance strategies and efforts.
  • Develops and maintains records and reports in accordance with FTA regulations.
  • Continuously evaluates the effectiveness of programs, processes, and procedures and recommends timely changes.
  • Researches industry data to remain up to date on best practices. Leverages data and metrics to ensure effective implementation and measurement.
  • Develops inclusion data reports, dashboards, and presentations. Tracks, analyzes, and communicates key equity success metrics and demographic trends generally and within our industry and recommend programs / solutions.
  • Approaches challenges with a systems-level thinking to work toward institutional change.
  • Leads and participates in special projects.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.
  • Contributes to a culture of diversity, equity, and inclusion in alignment with Sound Transit's Equity & Inclusion Policy.

  • Minimum Qualifications :

    Education and Experience : Bachelor's degree in Public Administration, Business Administration, or a related field; Six years of experience in developing and managing Disadvantaged Business Enterprise and Small Business programs, project management, team leadership; Or an equivalent combination of education and experience. Four years of leadership, budgetary, planning, and workforce management experience.

    Required Knowledge and Skills :

  • Advanced knowledge of Disadvantaged Business Enterprise, Small Business programs.
  • Applicable laws, rules, regulations, and policies.
  • Exceptional program / project management skills and a proven ability to manage a complex portfolio of work.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups, and the general public.
  • Advanced knowledge of investigation processes including customer service methods, conflict management, and problem solving.
  • Team leadership and supervisory principles, methods, and techniques.
  • Foundational understanding of equity and anti-racism principles and practices.
  • State and federal regulations related to area of assignment.
  • Utilizing necessary personal computer software programs to fulfill assigned work including compiling and preparing spreadsheets and a variety of specialized reports.
  • Preparing and analyzing complex data and numerical computations.
  • Effective oral and written communication.

  • Work is performed in a hybrid office environment.
