Director Of Public Works

Under the administrative direction of the Assistant City Manager, directs the Public Works Department with responsibility for the operation, planning, administration, financial management and inter-governmental relations for public works and development activities. Responsible for developing and analyzing departmental policies, serving as departmental liaison with City boards / commissions, Council and citizens, providing professional services and by interfacing with other City employees and citizens. Performs related duties as required.
Manages, organizes, directs and evaluates public works department programs and activities to include streets, sewer and storm water maintenance, engineering, traffic control, water distribution and sewer systems collection, facilities maintenance, fleet services and the Capital Improvements Program. Manages department operations by developing and executing budgets, overseeing contractual agreements and issues with various utility providers, contractors and consultants; managing the implementation of new programs; creation and implementation of departmental work plan that supports the overall organizational work plan; monitoring capital improvement budget and projects; and oversight of long-range planning studies. Provides information to City management for establishing policy for municipal maintenance and improvements; supervises the preparation for construction estimates, bid proposes, specifications and time schedules for various projects; assures compliance with federal and state laws and ordinances relating to storm water quality; prepares and monitors departmental budget; assigns, evaluates and supervises performance of subordinate staff; assures compliance with all safety policies and procedures. Makes presentations / proposals to City Council and various boards / commissions as required. Investigates and resolves citizen complaints; assures compliance with all federal, local and state laws and regulations; assures compliance with all safety procedures. Responsible for regular attendance and arriving to work on time, attendance at City Council meetings, workshops and special meeting is required. Written communication skills must include the ability to develop succinct strategic comprehensive plans, effective PowerPoint presentations, and Council staff reports that clearly, succinctly explain complex issues, identify options, and offer appropriate staff recommendations.
Comprehensive knowledge of public works operations including water distribution, sewer collection, streets, traffic, storm drainage, fleet management, facilities management, and construction management.
Expert in the principles and practices of civil engineering.
Comprehensive knowledge of long-range planning and budgeting.
Must exhibit personal and professional integrity of the highest order, demonstrated both on and off the job.
Serves as an organizational role model through leading by example.

Graduation from an accredited college or university with a Bachelor's Degree in Business or Public Administration, Civil Engineering or a related field and eight years experience involving design, construction, maintenance or operation of a variety of public works related functions, including five years in a supervisory role. An equivalent combination of education and experience may be considered for this position. Master's Degree in business, public administration or engineering management is desired and preferable. Comprehensive knowledge of public works and development operations including sewer, streets, storm drainage, construction management; good knowledge of the principles and practices of Civil Engineering; comprehensive knowledge of long-range planning and budgeting; ability to supervise and evaluate performance of subordinate personnel; ability to communicate effectively orally and in writing; ability to establish and maintain effective working relationships with co-workers, public officials and the general public; skill in problem solving ability, budget development, administrative policy planning and development.
Valid Texas Class "C" driver's license. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his / her departmental Director or his / her designee within two working days of receipt.
Registration as a Professional Engineer in the State of Texas is desirable.
