Job Title
This position operates heavy equipment in support of the installation, maintenance, and repair of the water collection system.
Major Duties
Operates a backhoe, tandem dump truck, tractor and bush hog, and other equipment in the construction and repair of the wastewater collection system.
Transports equipment to and from the job site.
Responsible for the clearing of Public Utilities Rights-of-Way.
Performs maintenance of specialized and heavy equipment.
Assists in the repair of water main breaks, and sewer main failures.
Assists in the installation and repair of water meters, hydrants, valve boxes, water valves, mains, sewer cleanouts, and manholes.
Assists with jetting functions to clear lines.
Locates manholes and underground utilities.
Performs other related duties as assigned.
Knowledge and Qualifications
Knowledge of the operation and maintenance of heavy equipment such as a backhoe, dump truck, and tractor.
Knowledge of traffic laws and regulations.
Knowledge of relevant safety procedures and guidelines.
Skill in the use of heavy equipment such as a backhoe, and dump truck.
Skill in establishing priorities and organizing work.
Skill in public and interpersonal relations.
Skill in oral and written communication.
MINIMUM QUALIFICATIONS : Ability to read, write and perform basic mathematical calculations. Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship / internship or having had a similar position for one to two years. Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.

PHYSICAL DEMANDS : The physical demands described here are representative of those that must be met by an employee in this position to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently / repeatedly required to stand; walk; use hands and exert forces needed to handle various types and sizes of tools, equipment and objects; reach with hands and arms and perform elevated work for periods of time; climb ladders and balance; climb into vehicles and equipment; stoop; kneel; half-kneel; squat; crouch; or crawl; and talk; or hear. The employee is occasionally required to sit. The employee must frequently lift, push, pull and / or move more than 100 pounds. An employee in this position will have successfully passed a "Functional Prework Screen" administered by a professional and impartial third party specialist.
SAFETY SENSITIVE : This position has been identified as safety-sensitive. The employee in this position will be part of a random drug testing pool. The methodology for choosing the random test subjects is handled by an outside, impartial, third party vendor.
WORK ENVIRONMENT : The work is typically performed outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, and irritating chemicals. The work may require the use of protective devices.
SUPERVISORY CONTROLS : The Crew Leader assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES : Guidelines include city ordinances, policies, and procedures, relevant federal and state laws and regulations, OSHA standards, and supervisory instructions. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY : The work consists of related duties in the operation of heavy equipment. Work performed in inclement weather contributes to the complexity of the position.
SCOPE AND EFFECT : The purpose of this position is to operate heavy equipment in support of the installation, repair, and maintenance of the wastewater collection system. Success in this position provides for the safe, reliable, and cost-effective operation of the wastewater collection system.
