Park Manager
The Maryland National Capital Park & Planning Commission is an award-winning organization with over 5,000 employees that administers over 52,000 acres of stream valley parks, large regional parks, neighborhood parks, and park-school recreation areas throughout Montgomery and Prince George's counties. In Prince George's County, we are also responsible for developing the County's public recreation programs.
Under general supervision, the MarylandNational Capital Park & Planning Commission seeks a Park Manager to support and enhance area maintenance across Northern Region park facilities. You will assist in planning, coordinating, and supervising park maintenance operations, ensuring turf, athletic fields, playgrounds, trails, stormwater facilities, and landscaped areas are safe, well-maintained, and welcoming. This role works closely with Park Manager II and cross-functional teams to uphold Commission standards and respond swiftly to maintenance needs.
Routine & Preventive Maintenance Coordination
- Assist in developing and overseeing seasonal and weekly maintenance schedules for turf, athletic fields, playgrounds, trails, stormwater facilities, and landscaped areas.
- Perform regular inspections to verify adherence to maintenance standards and document quality metrics.
- Coordinate cross-training of maintenance staff so team members can operate a range of equipment and cover specialized tasks as needed.
Crews Assignment & Oversight
Assign tasks to maintenance staff (full-time, part-time, and intermittent); monitor attendance, approve timecards, and document performance.Provide hands-on coaching in equipment operation, safety procedures, and environmental compliance.Facilitate performance reviews and career development planning to help staff set goals, recognize achievements, and identify training needs.Special Projects & Rapid Response
Coordinate renovation and repair projects (e.g., playground installation, trail resurfacing, stormwater facility repairs) by estimating labor, materials, and equipment needs.Mobilize crews for emergency response, storm damage, downed trees, flooding, or other safety hazards, and liaise with Risk Management as needed.Liaise with event coordinators and program staff in advance to anticipate maintenance requirements for scheduled activities and special events.Supply & Equipment Management
Track maintenance inventory : order, receive, and distribute tools, equipment parts, turf / landscaping materials, and PPE.Maintain equipment logs and schedule routine servicing or repairs for vehicles, mowers, tractors, and heavy equipment.Manage inventory budgets and reconcile vendor invoices to ensure cost-effective purchasing and accurate record-keeping.Systems & Reporting
Use asset and work-order management software (e.g., EAM) to log jobs, track completion times, and generate usage reports.Prepare reports on maintenance performance metrics, equipment usage, and project outcomes.Update and maintain standardized maintenance SOPs within the management system to reflect best practices and procedural changes.Stakeholder Communication & Customer Service
Act as point of contact for facility managers, contractors, and the public on area maintenance matters; address concerns promptly and follow up on resolutions.Support community events and seasonal programs by aligning maintenance staffing and schedules with program needs.Collect and analyze feedback on park conditions (surveys, citizen comments) and integrate insights into ongoing service improvements.Minimum Qualifications
Bachelor's Degree in Park Management, Park Administration, Outdoor Recreation, Natural Science, Physical Science or any related field.One (1) year of park management experience that includes leadership of staff.An equivalent combination of education and experience may be substituted, which together total five (5) years.Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.Depending upon area of assignment, a valid Commercial Driver's License (CDL) with appropriate endorsements may be required within 12 months of position assignment and must be in accordance with both State and Commission rules and regulations.Depending upon area of assignment, must be able to obtain and maintain all applicable certifications within 12 months of position assignment (e.g., Maryland Department of Agriculture Pesticide Applicator, Maryland Department of Agriculture Professional Fertilizer Applicator, Playground Safety Inspector).Pass Commission medical examination.Preferred Knowledge, Skills, and Abilities
Understanding of large-scale, public-facing park maintenance operations : turf care, athletic fields, playgrounds, stormwater facilities, trails, and landscaping.Knowledge of maintenance equipment (mowers, tractors, skid steers, backhoes, chain saws) and safe operation of power / hand tools; familiarity with construction and repair techniques for small structures, asphalt, concrete, fencing, and drainage systems.Experience with facility / asset management or work-order tracking software (e.g., EAM) to schedule preventive maintenance, log jobs, and generate usage reports.Ability to develop seasonal and preventive maintenance schedules, perform inspections for quality standards, and mobilize crews for urgent repairs (storm damage, tree hazards, flooding).Skill in assigning, coaching, and evaluating maintenance crews (including part-time / intermittent staff); providing training in equipment use, safety procedures, environmental compliance, and customer service.Strong written / verbal communication for coordinating with contractors, vendors, engineers, and the public; clear incident reporting and work-status updates.The Maryland-National Capital Park and Planning Commission (M-NCPPC) is an Equal Opportunity Employer.
