Job Title : Land Entitlement Manager ( Division projects)
About the Role :
This role is responsible for managing land planning, due diligence, and entitlement efforts for division projects. The primary focus is on projects following Corporate approval from the Land Acquisition team. The Land Entitlement Manager will oversee the design and entitlement process for new communities, which includes approvals for General Plan Amendments, Zone Changes, Tentative Subdivision Maps, and Certification Documents.
You will also support Land Acquisition by preparing preliminary site plans, analyzing development costs, and contributing to Corporate Approval Packages.
Key Responsibilities :
Manage site planning and secure land use entitlements from local governmental bodies.
Negotiate with government agencies for approvals (General Plan Amendments, Zoning Changes, Tentative Maps, Design Reviews, etc.).
Assist with project pro-formas : estimate agency fees, consultant costs, and create processing schedules.
Review survey / title issues and assess project feasibility.
Oversee preparation and validation of preliminary development budgets.
Negotiate contracts with external consultants (e.g., engineers, architects, political consultants).
Ensure land plans and product designs meet division and construction requirements.
Coordinate final site and amenity plans with consultants; develop conceptual amenity plans.
Supervise consultant work related to site development and permitting (civil, environmental, soils, etc.).
Work directly with municipalities on civil plan designs and engineering estimates.
Review and prepare legal documents including easements and development agreements.
Present to municipal boards and government entities.
Engage with brokers, landowners, consultants, and public officials to move projects forward.
Represent the company positively in community and public settings.
Qualifications :
Education : Bachelor's degree preferred (Civil Engineering, Urban / Regional Planning, Real Estate Development, Business Admin, or Construction Management). High school diploma required.
Experience :
5+ years in residential land development
5+ years in entitlement processes, including negotiations with public agencies
Proven experience managing people, budgets, and consultants
Skills :
Strong written communication
Advanced Microsoft Office proficiency (Excel, Word, Outlook)
Strong organizational and leadership abilities
