Job Title : Housing First / EOP Rent Assistance HUB Program Manager

Group : Career and Economic Development

Reports to : Career and Economic Development Director

FLSA Status : Exempt

Hours / Week : Full time (40 hours / week), generally 8-5 M-F. Occasional evening and weekend work required

Compensation : $30.13- $35.46 / hour, depending on experience

SUMMARY

The Housing First / EOP Rent Assistance Hub Programs Manager is responsible for the success of Our Just Future’s MSI, Alder MIF, STRA and EOP rent assistance hub programs. They will help create a learning environment where program and staff success is assessed, collaboration is encouraged, and opportunities for improvement are identified. They will supervise a total of 6 to 7 Family Advocates, Program Coordinators, interns, JOBS+ temporary employee ensuring that they have the tools and support necessary to be effective and efficient in their : a) service delivery, b) administrative functions (i.e. data entry, file management, etc) and c) adherence to contractual requirements, internal processes and protocol. They will work with Career and Economic Development Director, Program Coordinators, Lead Staff and Quality Assurance staff to ensure accurate tracking of funds and accurate timely billing. The Community Programs Manager will ensure that services are provided in a welcoming, trauma-informed, respectful and culturally competent, anti-racist manner that provides equal access to all.

The Community Programs Manager will oversee relationships and contracts / MOUs / Sub Agreements with sub-contractors. This includes file monitoring and allocation tracking. The Manager will build relationships across the County and the other agencies. The Manager will assist in grants applications, RFPs, and reporting. They will have many relationships with external partners, funders, and peer agencies.

Responsive, proactive, flexible, and respectful teamwork is vital to this position. An understanding of racial justice, Trauma Informed Care, and the effects of poverty and inequity is essential.

DUTIES & RESPONSIBILITIES

Essential

  • Be familiar with every funding stream including its eligibility guidelines, reporting requirements, operating procedures and other contractual requirements.
  • Ensure that all service provided is high quality, respectful, efficient and effective.
  • Provide day-to-day supervision and support of Family Advocates, assisting staff to resolve issues related to their daily work and administer disciplinary action to employees as necessary.
  • Ensure compliance with HUD and funders regulations.
  • Manage contracts and relationships with sub-contractors. Track spending and allocations. Execute Sub Agreements annually and edit as necessary to ensure overall program spending.
  • Manage multiple, complex programs and funding sources maintaining spend down projections and reviewing rent roll entries.
  • Work with Quality Assurance Team to review each file in a timely manner for eligibility, completeness, quality of service and accuracy. Provide feedback and training to staff as appropriate and ensure that needed corrections are made quickly.
  • Help determine eligibility for participants, both internally and with partner agencies.
  • Develop and maintain productive relationships with external funders and partner agencies.
  • Work with Quality Assurance Director and the Career and Economic Development Director to maintain accurate, timely records of expenditures and obligated funds.
  • Provide leadership on program development and implementation in accordance with agency strategic plan to ensure that the needs of the community and the mission of Our Just Future are being addressed to the fullest extent possible.
  • Make decisions regarding family enrollment in housing and rent assistance programs, and the management of caseloads amongst Family Advocates.

  • Provide feedback to employees on their performance and provide annual skill surveys in accordance with agency policies and procedures.
  • Provide back-up for direct service staff as necessary due to illness or other absence.
  • Take the lead in recruiting, hiring and training new staff when turnover occurs.
  • Maintain accurate, complete, up-to-date documentation of service activities using Our Just Future’s procedures, forms and data reporting systems. Submit paperwork in a timely manner.
  • Maintain current case notes for participant files when reviewing a file or assisting a staff member in problem solving, especially if direct face-to-face, telephone contact or advocacy occurs between the Manager and the program participant.
  • When appropriate, support staff by conducting initial assessments for families, helping families with goal plans, or other direct service delivery.
  • Work with Career and Economic Development Director and other Community Programs Manager to facilitate a cooperative and efficient office environment in multiple buildings.
  • Lead departmental meetings and team meetings as necessary.
  • Participate in monthly Extended Management Team, bi-monthly Community Programs meetings, All Staff meetings, and other meetings as needed.
  • Represent Our Just Future at community meetings as negotiated with supervisor.

  • QUALIFICATIONS

    Knowledge of :

  • Social and economic issues creating poverty, working successfully with practices and techniques related to people with low income to achieve greater self-sufficiency.
  • Equity, inclusion, and trauma informed care best practices.
  • Community resources and agencies providing Community Programs needed by homeless and low income persons.
  • Ability to :

  • Plan and coordinate contract spending and compliance.
  • Oversee staff to ensure they empower and support clients in life choices and change.
  • Provide leadership, facilitate group process and work cooperatively.
  • Develop and maintain productive working relationships within Human Solutions, with public and private agencies, the general public and clients.
  • Ensure delivery of culturally sensitive services to a widely diverse low-income population.
  • Effectively supervise staff members.
  • Prepare and maintain clear, accurate, complete and timely records and reports.
  • Prepare and submit Annual Progress Reports to HUD and other funder reports in partnership with QA staff.
  • Maintain professional boundaries with all families served, and with all staff.
  • Accurately track data and supervise staff around data quality and tracking.
  • Understand and follow complex written and oral instructions, rules and procedures; to work independently and to be a vital and contributing part of a team.
  • Read and write standard business English.
  • Analyze unmet needs and client feedback and provide input to supervisor and management team on potential service improvements.
  • Speak publically about Human Solutions programs.
  • EDUCATION and / or EXPERIENCE

  • Minimum two years’ experience supervising multiple and diverse staff.
  • Experience managing government contracts and ensuring contract compliance.
  • Experience managing complex, sometimes delicate relationships while upholding rules and regulations.
  • Experience developing and managing program or organizational budgets.
  • Experience delivering services using Trauma Informed Care and Assertive Engagement techniques (Strength Based Case Management, Motivational Interviewing, and Assertive Community Treatment.)
  • Bachelor’s degree in social services / social sciences field, or B.A in a related field and two years case management experience, or equivalent.
  • Excellent computer, word processing and Excel skills and willingness to learn other computer skills.
  • LANGUAGE SKILLS

    Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

    MATHEMATICAL SKILLS

    Ability to calculate figures and amounts such as proportions and percentages. Ability to apply concepts of basic algebra and geometry.

    REASONING ABILITY

    Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of technical instructions in written, mathematical or diagram form and deal with several abstract and concrete variables.

    TRANSPORTATION

    If the main source of transportation for the applicant is motor vehicle, the successful applicant needs a reliable automobile, current Driver’s License and current automobile insurance carrying 100 / 300 limits of liability.
