Project Manager
A Project Manager is responsible for leading project teams in the day-to-day execution of projects of low to moderate complexity to achieve an established set of outcomes. Responsibilities include all phases of projects, including initiation, planning, execution, and close-out on time and within budget. A Project Manager may be assigned to manage projects in areas such as hydro power plant, utility transmission or distribution system, parks, hatcheries, water and wastewater system, and / or telecommunications infrastructure.
Responsibilities include :
- Project Execution : Manage projects of low to moderate complexity according to an established scope, schedule, and budget.
- Project Planning : Develop plans to implement and manage projects including resource requirements, milestones, deliverables, risk assessments, cost estimates, quality requirements and project-specific policies, procedures, and guidelines.
- Project Control Systems : Follow effective project control systems to ensure contractor and District activities comply with established work schedules and contract terms.
- Quality Control : Ensure that quality control processes and procedures are in place throughout the project to ensure customer satisfaction and technical requirements of project are met.
- Communications : Communicate project progress with supervisor, project teams, and internal clients. Assist in communications with external clients, project stakeholders and regulatory agencies.
- Project Team Direction : Develop and implement viable project teams to ensure effective performance of project functions.
- Development : Continue to develop and refine project management skills through continuing education and training.
- Maintain regular and predictable attendance : Perform related duties and responsibilities as required. Comply with District policies. Complete all required training.
- As an essential function, drive a motorized vehicle while conducting business on behalf of the District.

Overtime exemption : Exempt
Qualifications :
Bachelor's Degree (B.S., B.A.) in Construction Management, Network, Electrical, Civil or Mechanical Engineering or equivalent combination of education and experience is required.3+ years experience performing construction or major maintenance project management is required.Candidates with experience managing multiple projects in the following areas preferred :Power generation or power deliveryMajor building constructionParks, Fish HatcheriesWater and Wastewater SystemsTelecommunication system infrastructure, or similarPreference will be given to candidates with experience aligned with the types of projects to be managed.Certified Project Management Professional (PMP)-PMI within 24 months required.Valid Driver's License at hire and WA Driver's License within 30 days of hire required.Skills and Abilities :
Basic knowledge of project management processes and toolsBasic knowledge of the systems or projects assigned, such as :Power Plant facility and generatorsTelecom Cabling / InfrastructureUtility transmission or distribution systemsMajor Building constructionBasic knowledge of related building construction standards and codesDemonstrated experience in initiating, planning, executing, and closing out concurrent projectsAbility to develop business cases, project plans, scheduling, estimating, and contract administrationAbility to develop effective working relationships with internal and external stakeholdersAble to negotiate with District personnel and contractors and participate in negotiations with external regulatory agencies and stakeholders.Excellent writing skillsEffective speaking and presentation skillsAbility to prepare and administer basic procurement documentsTo perform this job successfully, an individual is required to have basic knowledge of Microsoft PowerPoint and PeopleSoft Financials.
