Program Compliance Manager

In this role, you'll lead business inclusion, certification, and contract compliance efforts that open doors for local, small, minority, women, and disadvantaged businesses. You'll spend your days collaborating with agency partners, contractors, and community members to turn compliance goals into tangible impact. We're looking for someone who can balance detail with diplomacy, someone who can interpret the rules, guide others through them, and keep things moving smoothly. This is a long-term, full-time, hybrid position (3-4 days in the office) located in Oakland, CA.
Responsibilities may include, but are not limited to, the following :
- Lead day-to-day operations of client-based business inclusion, certification, and compliance programs to ensure participation goals and audit standards are met.
- Conduct detailed reviews and audits of certification applications, utilization data, and contractor documentation for completeness, accuracy, and compliance.
- Develop and maintain compliance frameworks, standard operating procedures, program manuals, and audit protocols.
- Serve as the primary liaison with client agencies, business stakeholders, and external auditors.
- Deliver training and technical assistance to client staff, consultants, and vendors on certification procedures and reporting requirements.
- Prepare analytical and narrative reports summarizing program performance, audit results, participation metrics, and key findings.
- Support outreach and engagement strategies that promote awareness and participation among local and certified businesses.
- Coordinate with procurement, project management, and legal teams to ensure contracts incorporate participation requirements and reporting obligations.
- Monitor contract awards, payments, and subcontracting activities to verify compliance with utilization goals.
- Present program updates, metrics, and audit results to client leadership, boards, or governing agencies as required.
- Assist with supervision of analysts, coordinators, and support staff working on compliance and certification functions.

Bachelor's degree in business administration, public administration, compliance, or related field, or equivalent combination of education and experience.Experience managing certification, compliance, or equity programs supporting public infrastructure, construction, or transportation projects.Understanding of general compliance frameworks, financial controls, and audit readiness principles.Strong analytical, research, and data management skills with the ability to translate findings into actionable insights.Demonstrated experience managing multiple projects and client relationships simultaneously.Proficiency with Microsoft Office Suite / Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).Preferred Qualifications
Master's degree in degree in business administration, public administration, or compliance.Microsoft Office Specialist (MOS) or Expert Certifications in Excel, Word, or PowerPoint.Knowledge of federal and local contracting programs such as DBE, SBE, MBE, WBE, and LBE certification requirements.Experience supporting public sector clients as a consultant, compliance officer, or program manager.Familiarity with supplier diversity, workforce inclusion, or community benefits programs.Proficiency in advanced reporting and visualization tools (Power BI, Tableau, or Excel dashboards).Ability to lead client presentations, compliance briefings, and community outreach events.Compensation Details
The salary range listed for this role is $104k-$135k / year ($50-$65 / hour). The final salary offered will be based on multiple factors and thoughtfully aligned with each candidate's level of experience, breadth of skills, total education achieved, certifications / licenses that have been obtained, geographic location, etc.
