General Description and Classification Standards
The Airport Assistant General Manager, Business Services reports to the Deputy General Manager. This position will direct multiple assigned major airport business functions including procurement, contract management, inventory control, fleet management, data analytics, budget management, quality assurance, and employee support services.
The position is responsible for both strategic planning and business operations, allocates budgeted resources as needed, establishes processes and procedures, plays a significant role in developing policies, and procedures.
- The person in this role will be a high-functioning, results-oriented, self-directed professional with the ability to acclimate to a fast paced, changing environment, while performing a variety of complex tasks requiring initiative and a significant amount of judgment in problem-solving. They will be a key player in providing comprehensive, insightful, and accurate financial analysis and reporting to management for informed decision-making
- This is a fully seasoned senior leadership position in the Airport organization charged with responsibility for directing multiple specialized functions and a large team within the airport through multiple director or manager level positions

General
Ensure high degree of performance related to budget management, procurement and contract management, internal and external compliance reporting, and data analyticsProvide guidance to Executive Team and Senior StaffEstablishes working relationships with all Airport leadership, business partners, department management, local governments, and all other pertinent organizations with respect to the areas assignedServes as a member of the senior management team and provides significant input into overall strategic, business, and financial plansResponsible for the compliance and audit processesResponsible for the accurate and timely reporting of financial information to Senior and Executive ManagementDirectly responsible for the preparation and delivery all monthly, quarterly, and annual reporting needsMaintain compliance and reporting in accordance with City policiesResponsible for business service operations and record keepingAssisting / leading the development of performance metrics for operational evaluation and reporting purposesMaintain records in accordance with City of Atlanta policy and municipal codesResponsible for the overall budget development process for the business unit budgets and financial analysisResponsible for monthly, quarterly, and annual expense forecasts; understanding the financial impact of legislation developed for the AirportDepartment contact for the procurement contract and RFP processDirectly responsible for the airport fleet, equipment, and inventory managementUnderstand the Airport’s financials in order to meet legal requirementsGuiding financial decisions by establishing, monitoring, and enforcing policies and proceduresUnderstanding compliance with Generally Accepted Accounting Principles in a governmental agencyLeadership and Management
Directs assigned functions at the Airport through directors and managersPrepares business plans and reviews through detailed policies, and proceduresReviews budgets submitted by subordinates and collaborates on prioritiesWork closely with Human Resources on department recruiting - selection, management of staff, and development of leadership talent for the business units managedProvides guidance and coaching on an ongoing basis by providing both formal and informal feedback to staff on a regular cadenceCollaborate with others in the research, development, and implementation of business practices, projects and functionsSupervise, train and evaluate the performance and professional development of assigned personnelDecision Making
Position makes decisions regarding resource allocation among units managed, regarding daily operating policies and processes.Position has significant input to overall Airport strategic plan and initiatives.Leadership Provided
Position has directional authority over a group of seasoned managers and provides high level coaching and development for direct subordinates and high potential employees.
Knowledge, Skills & Abilities

Thorough knowledge of all applicable laws, ordinances, policies, standards and regulations governing airport finances; knowledge of aviation terms and industry practices; understanding of airport industry including commercial and financial policies; understanding of economic principles, financial markets, and banking; understanding of financial data analysis and reporting.

Qualifications
Minimum Qualifications Education and Experience
Bachelor’s degree in a relevant field.Minimum of ten (10) years of management.Preferred Education and Experience
Minimum five (5) years in Airport management.Licensures and Certifications
