Position Overview
The Vice President of Waivered Services is a senior executive leader at RTI, directly reporting to the CEO and overseeing all Waivered Services programs, including Community Residential Services (CRS), Integrated Community Supports (ICS), and Community-Based Waivered Services. This role provides strategic direction, ensures regulatory compliance, drives operational excellence, and promotes innovation across all service lines.
The VP partners closely with the executive leadership team to ensure quality outcomes, fiscal accountability, and organizational growth, while advancing RTI’s mission to support individuals with mental illness in living meaningful, self-directed lives.
Role Responsibilities
- Executive Leadership & Strategy
- Serve as the executive leader for all Waivered Services, reporting directly to the CEO.
- Lead strategic planning, growth initiatives, and service innovation across CRS, ICS, and community-based programs.
- Represent Waivered Services on the executive team, ensuring alignment with RTI’s mission, values, and organizational priorities.
- Build and sustain strong relationships with county partners, regulators, and community stakeholders.
- Program Oversight & Quality
- Provide oversight and accountability for all CRS, ICS, and community-based Waivered Services.
- Ensure compliance with DHS, HCBS Waiver regulations, and other applicable standards.
- Drive outcome measurement, program evaluation, and continuous quality improvement.
- Standardize protocols and procedures to ensure consistency across all Waivered Service programs.
- Staff Development & Leadership
- Lead, mentor, and coach Division Directors within CRS, ICS, and community-based services.
- Build leadership capacity and support succession planning through staff development.
- Foster a culture of accountability, collaboration, and innovation across all Waivered Services teams.
- Financial & Operational Management
- Oversee budgets, utilization, and financial performance across all Waivered Services.
- Collaborate with the CEO and Finance team to ensure fiscal sustainability and compliance.
- Monitor occupancy, service utilization, and workforce efficiency, implementing corrective strategies when necessary.
- Stakeholder & Community Engagement
- Serve as a primary contact and advocate for Waivered Services with counties, health plans, and regulatory bodies.
- Maintain strong engagement with families, guardians, and community partners.
- Represent RTI in external committees, associations, and forums to influence system-level improvements.
Required Qualifications and Experience
Bachelor’s degree in Social Work, Psychology, Counseling, Public Administration, or related fieldAt least 7 years of progressive leadership in Waivered Services or related fieldsDeep knowledge of DHS and HCBS Waiver programsProven track record managing complex programs and large teamsStrong financial acumen and experience with program budgetsExcellent communication, organizational, and strategic leadership skillsPreferred Qualifications and Experience

Compensation : $140,000 - $160,000 per year plus performance bonus
