SUMMARY :
Oversee and supervise the Facilities Department and management of all properties and buildings that UIHS owns. Review and assess the Facilities Department systems / processes for improvements and implement modifications as needed. This position is a managerial role and will follow policies and standard operating procedures that pertain to hiring, evaluations, recommendations, and dismissals.
Coordinates and provides overall direction to the design, planning, construction, maintenance, and alteration of equipment, machinery, buildings, and other facilities operated by UIHS. Meet all Occupational Safety and Health Administration (OSHA) and AAAHC Facilities and Environmental standards at all facilities by performing the following duties personally or through assigned personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES :
- Responsible for the overall maintenance of all Health clinics located in Humboldt and Del Norte County. This includes clinics and office buildings located at Crescent City, Smith River, Elk Valley, Klamath, Weitchpec, Arcata and Eureka California. Assist and support the organization with meeting AAAHC Facilities and Environmental standards at all facilities.
- Develop and implement policies and procedures for the UIHS Facilities Management program. Ensures compliance with health and safety standards and industry codes. Assist the Safety Officer to meet Occupational Safety and Health Administration (OSHA) standards. This may include attending meetings, assisting with training, and reviewing and updating current practices in the organization.
- Evaluate, assess, provide updates and recommendations on current facilities department systems and processes. Implement new internal tracking for facilities requests.
- Under the direction of the Chief Financial Officer, work with contractors for all new construction, remodels and maintenance project that require major project completion and repair. Coordinate facility lease agreements with the Chief Financial Officer.
- Supervise the facilities’ staff and collaborate on the day-to-day work assignments with the Supervisor and staff. Communicate daily with the Supervisor; train and coach this individual to support the facilities team.
- Train staff in maintenance procedures and firsthand skills for addressing basic routine facility needs. Work to ensure maintenance, property repairs and janitorial duties amongst sites and make recommendations to the Executive Leadership team. Oversee the facilities and housekeeping teams and ensure proper duties and safety measures are being adhered to in accordance with organizational and regulatory requirements. Obtain quotes and tenders from vendors and supplies following UIHS procurement process.
- Develop, implement, and maintain a preventive and demand maintenance program at all UIHS facilities including work management, prioritizing, and tracking maintenance work tasks. Evaluate, assess, provide updates and recommendations on current facilities department systems and processes. Implement new internal tracking for facilities requests. Conduct and document regular facilities inspections.
- Develop and manage maintenance and housekeeping programs and contracts to meet AAAHC Facilities and Environmental standards, environmental regulations, and safety regulations. Manage and review service contractors to ensure facility management needs are met. Track and report deficiencies of any of the facilities to appropriate leadership or committees.
- Develop and manage the budget for the facilities management program. Plan and monitor appropriate facility management staffing levels. Ensure efficient utilization of facility maintenance staff. Plans, budgets, and schedules all facility modifications including cost estimates, bid sheets, layouts, and contracts for construction and acquisitions. Develops long range plans, conceptual designs, and capital outlay requirements and documentation for facility in conjunction with Chief Financial Officer.
- Works in collaboration with Cultural Resources Program to support the UIHS Conservation Easement and Land Management Programs. Acts as liaison to public utility, environmental, and energy agencies. Works with Administration and Sections to support the set-up and clean-up of UIHS events and activities.
- Generate and present regular reports on facility related projects and activities. Evaluate and approve invoices of contractors, contracted housekeeping, and landscaping vendors. Approve and sign off on invoices.
- Must be willing to learn more about the American Indian culture and attend at least one Cultural Presentation / Training per year.

SUPERVISORY RESPONSIBILITIES :
Manages and supervises the Facilities Section.Is responsible for the overall direction, coordination, and evaluation of this unit.Fulfills supervisory responsibilities in accordance with the organization's policies and applicable laws.Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.QUALIFICATIONS : To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION / EXPERIENCE : Educational degrees must be from a US Department of Education accredited school
Bachelor of Science degree (B.S.) in engineering technology from four-year college or university, and three (3) years of experience in facilities management; orAssociate of Arts degree (A.A.) in construction or engineering technology from two-year college or technical school, and five (5) years of related experience in facilities management; orEight (8) to ten (10) years direct experience in facility management; or equivalent combination of education and experience, andMust have one (1) year of documented supervisory responsibilities.
