Wastewater Treatment Manager

Plans, directs, staffs, monitors, and coordinates all aspects of wastewater treatment, assuring all water reclamation facilities function effectively. Assures all wastewater remains within specific local, state and federal guidelines. Serves as main point of contact with regulatory agencies such as the Georgia Environmental Protection Division and the US Army Corps of Engineers. Coordinates all construction related activities for new and existing wastewater facilities.

Supervises and directs the activities of subordinate employees; conducts performance evaluations, interviews candidates and makes hiring recommendations. Directs wastewater treatment plants managers on the efficient treatment of wastewater. Oversees all expansion activities for wastewater treatment facilities. Specifies City's needs on the design of new facilities and upgrades of existing facilities. Coordinates the operation of wastewater plants before and during construction activities. Plans future improvements at wastewater treatment plants by maintaining a multi-year capital improvements project budget to be utilized during annual budget preparations. Monitors and ensures all treatment plants comply with all Georgia (GA) Environmental Protection Division (EPD) and United States (US) Environmental Protection Agency (EPA) rules and regulations for wastewater discharge compliance and other regulations including compliance evaluation inspection, audit compliance, risk and resilience assessments, emergency response plans, monthly and annual reporting requirements, public notifications and permit renewals. Plans schedule and work priorities for crews who provide electrical, mechanical and other maintenance functions throughout the Department of Water Resources for all Water Reclamation Facilities by servicing and repairing electrical switches, pumps, small motors, lights, air compressors and electro-mechanical equipment through the Maintenance Division of DWR. Directs activities of grounds keeping personnel engaged in grounds crew maintenance of water reclamation facilities to ensure plants maintain a professional and orderly appearance. Assures on-site inspections are conducted, directs corrective actions to assure all facilities are operating properly and employees are performing their duties. Assures an accurate and sufficient inventory of spare parts for all plants and facilities are available; supervises inventory and reordering parts as necessary. Assures that all treatment plant assets are maintained and tracked utilizing department's Asset Management Program software for optimum performance during life of asset and predicting when to replace asset. Coordinates with Maintenance Division of DWR for operation of all sanitary sewer lift stations to mitigate any negative impacts of pumping operations that affect wastewater treatment. Monitors wastewater industry standards to identify potential changes in operations to address increased discharge requirements as identified by GA EPD and US EPA. Implements professional development plans for career advancement of treatment plant operators to support succession planning of Department. Monitors and ensures that all operations are conducted in accordance with Department's established safety program and identified hazards are corrected. Closely coordinates with other DWR staff to ensure wastewater treatment compliance and follow Departmental protocols. This coordination includes Sanitary Sewer Collection System, Laboratory, Inflow and Infiltration, Asset Management, Engineering and Construction, and Finance and Administration. Performs other related duties as required. Employee subject to recall to duty in cases of emergency.

Education and Experience : Bachelors Degree in Environmental Engineering or related field. Eight years experience in wastewater treatment of which at least five years was in a supervisory capacity. Any equivalent combination of education and experience which provides the minimum level of qualifications stated above. Licenses and Certifications : Class I Georgia Wastewater Treatment Certification. Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR). Knowledge of biology and chemistry as they relate to wastewater treatment; ability to apply knowledge to ever-changing conditions to achieve and maintain compliance. Knowledge of all GA EPD, GA DNR and US EPA rules and regulations relating to wastewater treatment, and skill in applying applicable regulations to conditions. Knowledge of all Water Reclamation Facility operations, sewer collection systems, waste treatment, water works, and all facilities associated with water quality process. Knowledge of the procedures used to service and repair, operate, and maintain all equipment used in wastewater treatment operations. Knowledge of WINDOWS operating software and various other software applications utilized for related file management procedures and tracking of wastewater treatment data. Ability to communicate clearly and effectively, both orally and in writing. Ability to make public presentations including plant tours. Ability to interpret guidelines and use sound judgment where guidelines do not exist. Ability to plan, schedule and direct broadly defined assignments, set priorities with available personnel and resources. Ability to establish and maintain an effective working relationship with subordinates and associates. Ability to plan and supervise the work of subordinates engaged in various functions relating to treatment of wastewater. Ability to work with division managers, consulting engineers and contractors, to schedule and implement work schedules.
