Director Of System Ops

This position is responsible for providing high quality supervision, leadership, motivation, and direction to the employees of the System Operations area. This position is also responsible for playing a key role in establishing and implementing strategies, plans and policies in the System Operations area.
Supervise, coach, motivate, and lead the Power System Coordinators, including holding employees accountable for achieving desired results.
Supervise, schedule, and direct the activities of the Power System Coordinators.
Conduct performance reviews and develop training opportunities for Power System Coordinators.
Supervise and assist the Power System Coordinators in the restoration of large system outages.
Prepare annual operating and capital budget for the System Operations area.
Develop and implement written Standard Operating Procedures for the System Operations area.
Assure compliance with all operating procedures related to control center.
Exhibit complete operational understanding of BED's distribution system, including power flows, equipment limits, protection devices, and voltages.
Consult with BED's engineering staff regarding design and operational changes for improved efficiency and reliability.
Document and coordinate any SCADA / ADMS issues, alarms, and requests with BED's Engineering staff.
Review all planned switching orders.
Ensure that switching, tagging and work activity conform to safety rules.
Manage the graphical user interface (GUI) of SCADA / ADMS and develop visual tools for system operators as needed.
Manage power system operator training in the SCADA / ADMS Operation Training Simulator (OTS). Develop and maintain BED power system operator training program. Develop and program OTS simulations for power system operator training.
Develop and maintain BED's training qualification program for new power system operators.
Develop and maintain BED's Dispatch Standard Operating Procedures (DSOP) documentation.
Ensure that the BED distribution system is at all times operated in a safe, efficient, and reliable manner.
Inform other departments of field changes and operating characteristics of distribution devices.
Attend VELCO Transmission Facilities Maintenance (TFM) meetings and report any impact to BED's system to appropriate staff members.
Learn and perform the duties of Power Systems Coordinator on an as-needed basis, including working rotating shifts in emergency situations.
Train Power System Coordinators and other employees as needed.
Ensure that employees reporting to them follow applicable safety rules and adhere to theBED / IBEW Collective Bargaining Agreement and City personnel manual.

Associates degree in Engineering, Engineering Technology, or related field with a minimum of eight (8) years related experience.
Additional experience may be substituted for a degree requirement on a two-for-one year basis.
Demonstrated computer competency in Windows PC applications including spreadsheets,PowerPoint, and word processing required.
Demonstrated proficiency in SCADA is preferred.
Ability to keep abreast of current technologies and procedures.
Must have demonstrated abilities in effective leadership, communication, and creation of environments in which employees feel supported, motivated, and highly productive.
Must be able to make tough and sometimes unpopular decisions.
Demonstrated ability to organize and prioritize workload, simultaneously manage multiple projects and meet established deadlines is required.
Ability to effectively manage their area in such a manner that BED is able to meet its strategic mission, goals and objectives.
Professional behavior that reflects excellent customer service and encourages working partnerships with internal (e.g. employee) and external (e.g. ratepayer) customers is required.
Regular attendance is necessary and is essential to meeting the expectations of the job functions.
Must consistently demonstrate safe work and secure cyber practice.
Must be proficient with the use of electrical one-line diagrams.
Must be able to operate a 2-way radio system in compliance with BED's policies.
Ability to prepare and execute mistake free switching orders.
Ability to create, follow, and issue complex written and oral instructions (clearly and distinctly), and respond to emergency situations in a logical and orderly manner, in accordance with accepted utility practice and relevant contingency plans.
Ability to understand and comply with City standards, safety rules and personnel policies.
Ability to obtain and maintain a valid Vermont driver's license required.
Ability to attend evening meetings, and travel to conferences, workshops or other professional meetings required.
Wear of personal protective equipment such as gloves, safety glasses, hard hat, fire retardant overalls, etc. is required when working outside.
Answering phone calls after business hours is required.
Ability to work long hours to accommodate workload or emergencies.
Provides after hours outage restoration support during critical outages.
Ability to work rotating shifts as needed to cover the duties of Power Systems Coordinator in an emergency situation.
