Fixed Assets Specialist

Employees in this classification function at a journey level to accomplish assigned functions that include ensuring all County assets are accounted for, inventoried, and ultimately disposed of properly according to the County's policies and procedures and regulatory requirements, including State Statutes. Employees in this classification are responsible for ensuring compliance with established policies, procedures, and processes. Work includes daily planning, administration, and coordination of efforts to maintain a viable, legal, organized, and accurate Fixed Asset Inventory.

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   • Supports the Senior Fixed Assets Specialist in the preparation of the Capital Asset Note to the Financial Statements within the Annual Comprehensive Financial Report (ACFR) according to generally accepted accounting principles, established procedures, and regulatory requirements applicable to the work.
  • Maintains the Fixed Asset Database in the County's Financial System in accordance with County policy and procedures.
  • Creates assets in Fixed Asset Database, ensuring assets are tagged, processes asset transfer and disposal forms
  • Prepares agenda items to be presented to the Board of County Commissioners for proper disposal of assets.
  • Supports the Senior Fixed Assets Specialist in reconciling fixed assets with financial records and researches the differences in the posting of capital outlay transactions between the general ledger and the fixed asset system while collaborating with the Clerk of the Circuit Court accountants to ensure accurate financial reporting.
  • Prepares fixed assets reports for auditing and financial reporting in accordance with generally accepted standards, GASB standards, County Policy & Procedures, and State Statute.
  • Facilitates the physical inventory of all County's fixed assets as defined by Osceola County Policy, Chapter 274, Florida Statutes, and the Florida Administrative Code.
  • Assists in the operations of the auctioning of surplus items, including coordination with departments for disposal to auction and Auction Company vendor.
  • Assists all Departments / Divisions in the coordination of annual inventories and asset management.
  • Assists with the preparation of various forms for application of vehicle title and registration, updating databases and spreadsheets.
  • Prepares and suggests program improvements.
  • Tests changes to the fixed assets system to ensure proper functionality and coordinates with the Information Technology department on system changes and updates as needed.
  • Conducts Countywide Fixed Asset Training at minimum annually, or as needed.
  • Generates various complex and specialized correspondence, memos, agendas, reports, forms, manuals, or other relevant materials appropriate to the assigned department; prepares or reviews agenda items related to the disposal, redeployment, sale, or auction of fixed assets for review.
  • Performs a variety of critical record keeping duties; maintains proper records for County use including but not limited to, preparation of fixed asset files.
  • Receives inquiries and concerns, ascertaining the nature of the request, and resolving personally, directing it to the appropriate individual or department, or acting as liaison.
  • Coordinates and performs assigned office operations to support departmental goals and objectives; coordinates activities with other departments and agencies as needed.
  • Performs duties as assigned / necessary which are related, or logical in assignment to the position.
  • Operates a county vehicle for the purpose of reviewing inventory throughout the County.
  • Reviews purchase requisitions and invoices submitted by County Departments to ensure items are being classified and recorded properly in the County's Financial System in accordance with generally accepted accounting principles

Education : Associate Degree in Accounting, Business Administration, or a closely related field.

Experience : Two (2) years of experience in accounting support work, demonstrating the ability to maintain confidential, accurate, and detailed data within an automated systems environment; or an equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities.

Miscellaneous : Must possess and maintain a valid Florida driver's license.

Knowledge of business asset management, property control, logistics, or warehousing processes, policies, and techniques; skill in planning, organizing, and coordinating.

Knowledge of Governmental accounting principles and procedures, and to apply such knowledge to account transactions.

Knowledge of purchasing, general supervision, and administration of records relating to all services provided by the County to the Departments

Ability to organize and prioritize, tasks that involve complicated and varied procedures or work methods, permitting reasonable initiative and independent judgment in order to meet established deadlines; and follow up on assignments with minimum direction.

Ability to understand, follow and supervise written and oral instructions.

Ability to communicate effectively verbally and in writing.

Skill in establishing and maintaining effective working relations with all levels of management, employees, other departments, officials, and the general public; skill in the principles and techniques of customer service skills.

Ability to access, operate, and maintain various software applications in the Microsoft Office Suite. Must be proficient in Excel at an intermediate level, and an advanced level is preferred.

Skill in preparing complex correspondence, summaries, and reports in a clear and concise manner; skill in business English, e.g., correspondence formats, spelling, punctuation, and grammar.

Skill in performing routine mathematical computations and tabulations accurately and efficiently.

Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, and facsimile machines.

Skill in reading, updating, and maintaining various records and files; skill in complex administrative support functions, e.g., records maintenance, data analysis, reports processing, documentation proofing.

  • 50 pounds maximum lifting.
  • Occasional (up to 1 / 2 of the work time) lifting, carrying, pushing and pulling.
  • Significant walking or standing may be required.
  • When sitting, push / pull on arm and / or leg controls may be required.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eye sight for protection and safety of self and others.
  • Physical agility is required in kneeling, bending, stooping, and reaching.
