Overview
The City of Rancho Palos Verdes is seeking a dynamic and skilled professional to provide audio-visual (AV) services for RPVtv, a City television station celebrating its 20th anniversary. Under limited supervision, this position records, edits, and airs City Council and Planning Commission meetings and major events, and creates new content that highlights the City’s community and news. The role plans, directs, and coordinates station operations across multiple platforms including the City’s cable channel, Granicus, and YouTube, and ensures information accuracy and proper functioning of the cable system. If necessary, the role may supervise interns and volunteers.
This is a part-time, at-will position. Television Producers are typically scheduled to work approximately 10-20 hours per week, with a flexible schedule including evenings, weekends and holidays. Availability to record City Council and Planning Commission meetings every Tuesday evening is required, in addition to Special Meetings when needed. The typical meeting window is 4pm-10pm.
Responsibilities
- Plans, writes, shoots, directs, edits and produces programs and program segments using single and multi-camera production techniques.
- Performs script research and coordinates production.
- Directs professional and non-professional talent.
- Assists in planning, directing and coordinating the operations of the television station and channel, including scheduling, continuity, production, publicity, and programming on various platforms including YouTube.
- Establishes and maintains liaison with media organizations, production vendors, other government agencies and the public related to the television channel.
- Consults and provides technical support to City departments on television production issues.
- Supervises and participates in programming activities to ensure quality and FCC compliance. Serves as executive producer in preparing program treatments, scripts, materials, equipment and crew assignments for Deputy City Manager’s approval.
- Prepares production activity and other reports related to television channel operations and regulatory requirements. Recommends broadcasting policies, procedures and standards.
- Recommends equipment selection and budgets for television production. Supervises repair and maintenance of production equipment.
- Assists with internship and volunteer program participation; trains interns and volunteers in video production and related matters.
- Conducts pre-interviews, story planning, scripting, gathering information, editing, and all other aspects of production; performs production duties including technical direction, creating graphics, directing field and studio productions, setting up and operating cameras and audio equipment, and providing support services for City presentations.

Any combination of experience and education that would provide the required knowledge and abilities is qualifying. Typical qualifications include a four-year college degree in telecommunications or a related field, and three years of responsible experience in production, direction and administration of television operations.
Licenses And Certifications
Valid Class C California Driver’s License is required.Physical Demands
Ability to operate equipment and machinery requiring simple but continuous adjustments, such as computer terminals, copiers, and telephones.
Environmental Elements
Ability to work under varying but generally safe conditions; may be exposed to temperature variations, noise, wetness or dust with little risk of injury.
