HOURS : Full Time
WORKSITE : Omaha, Nebraska or Lincoln, Nebraska
COMPENSATION :
- Pay rate starting at $34.60 per hour, commensurate with experience.

In 2022, Immigrant Legal Center and Refugee Empowerment Center merged, and the combined nonprofit organization is now CIRA, the Center for Immigrant & Refugee Advancement. Our diverse team of experts provides exceptional, compassionate legal representation, refugee services, and social work services.
We take on the most complex immigration cases, resettle refugees from around the world, and ensure all clients have access to much-needed resources. Operating in 6 different offices from Council Bluffs to Scottsbluff, our team of more than 100 full-time employees helps communities’ welcome immigrants and refugees as they build their lives here. We assist with all forms of family and humanitarian-based immigration, and we never turn any family away due to inability to pay.
POSITION DESCRIPTION :
Reporting to the Director of Social Work, the Social Work Program Manager provides leadership and oversight for our comprehensive case management services to unaccompanied minors and their families through our holistic, trauma-informed approach.
The Social Work Program Manager supervises a team of Immigration Social Workers who conduct meaningful assessments, develop individualized service plans, provide crisis intervention, and connect families to essential community resources. This position encompasses three core functions : (1) Program Management, (2) Clinical Specialization, and (3) Education and Advocacy. Working alongside our collaborative legal and social work teams, the Program Manager ensures high-quality services while supporting the professional development of their team.
We are seeking a Spanish bilingual social worker with strong foundational knowledge of social work ethics and philosophies. The ideal candidate will be passionate about immigrant rights, experienced in supervision and program management, and committed to fostering a justice-driven environment where both staff and clients can thrive.
CORE FUNCTIONS OF THE POSITION :
Program Management
Supervise, train, and evaluate a team of immigration social workers providing case management servicesOversee case file maintenance and ensure compliance with CIRA policies and documentation standardsManage the Flex Fund Program, including timely processing of requests and budget documentationTravel to other Nebraska offices to provide ongoing support and supervision to social work staffMaintain a reduced caseload to balance direct service with management responsibilitiesCollaborate with the Director of Social Work and other departments on strategic planning and cross-program referralsCollaborate with Program Director in coordinating and implementing Raid Response activities throughout NebraskaReport on program developments relevant to CIRA’s social work program at management and staff meetingsAssist with the preparation and presentation of reports to board members and funders, when relevantProvide educational supervision for social work students completing internships at CIRAClinical Specialization
Review and approve biopsychosocial assessments and individual service plans with team membersServe as a clinical resource for complex cases and provide guidance on challenging client situationsDeliver internal training to support team development and maintain service qualityFacilitate referrals to community partners and identify gaps in available servicesStay current with community resources and partner programs through regular engagementEducation and Advocacy
Support community partnership development by working with the Director of Social Work and Director of Community Engagement to connect clients with essential resourcesParticipate in community meetings, events, and presentations as a CIRA program representativeContribute to advocacy efforts for client needs during community collaboratives and initiativesStay informed on immigration policy developments and advocate for supportive policy changesQUALIFICATIONS :
Master’s Degree in Social Work is requiredFully licensed Clinical Social Worker is strongly preferred (for supervision of MSW Foundation students)3 - 5 years of experience in social work, including case management, client assessments, and service plan developmentFluency in English and Spanish is requiredExperience in supervision and management preferred, with demonstrated ability to lead and train othersDemonstrated attention to detail with strong case management and reporting skills, and proven ability to build positive client relationshipsExcellent written and verbal communication skills with strong interpersonal abilitiesDemonstrates reliability through consistent attendance and strong time management, with ability to work flexibly in an evolving environmentExtensive knowledge of community resources and services available to immigrant populationsCommitment to ongoing learning and professional developmentAbility to handle confidential information with discretionImpeccable integrity, positive attitude, and mission-drivenExperience working with immigrant, refugee, or trauma-affected individuals and families preferredStrong commitment to CIRA's mission and values in serving immigrants, refugees, and newcomersStrong cross-cultural communication skills and ability to work sensitively and effectively with people of diverse national, ethnic, cultural, religious, and socioeconomic backgroundsFluency in using a computer and Office 365 applications (ex. Outlook, Word, Excel, SharePoint, etc.) and the ability to learn new data management softwareFlexibility to work occasional evenings and weekends as program needs requireMust have a valid driver’s license and access to a personal, insured vehicleAbility to work independently and take initiative as neededAbility to pass all required background checksMust be at least 18 years of age and authorized to work in the United StatesWORKING CONDITIONS :
This role includes desk work in the office as well as frequent travel throughout rural Nebraska and Southwest Iowa to meet with clients and attend meetings. Mileage reimbursement is provided.Work schedule is Monday – Friday, 8 : 30 AM – 5 : 00 PM. Occasional evenings and weekends may be required based on client and program needs, with flextime available when working outside regular office hours.TO APPLY :
