The Airport & Facilities Maintenance Foreperson ("Foreperson") is responsible for providing direction and supervision for the Port's Airport & Facilities maintenance program. The term "Facilities," when used for this position title, references the Airport, New Market Industrial Campus (NMIC) and Cleanwater Center (CWC). The Foreperson is an advanced skill-level position that coordinates, performs, and provides operational leadership and oversight for the maintenance and repair of Port-owned Airport / NMIC / CWC infrastructure, buildings (structure and built-in utilities), pavement, vehicles, and equipment, and for the conduct of groundskeeping and landscaping operations. Tasks include, but are not limited to, the following categories : construction, plumbing, electrical, HVAC, carpentry, painting, paving, mechanical, irrigation, equipment operation, snow removal, and landscaping. This position supervises a team of workers, regularly inspects sites, executes work orders as necessary, maintains equipment, assigns workers to various preventative and corrective maintenance assignments, and performs final acceptance inspections of completed work. This position will manage and operate the Port's maintenance technology tracking programs and software and will provide fiscal accountability in all assigned responsibilities. The Foreperson may be assigned responsibilities and tasks at any Portowned facility or Port business unit, depending on overall Port needs. This position reports to and is supervised by the Airport Senior Manager ("ASM").

This position includes, but is not limited to, the following :

• Provide team leadership for airport maintenance staff in a positive and professional manner and motivate and encourage a dynamic teamwork environment.
• Coordinate with other Port Maintenance Forepersons, Port staff, as needed, to promote and provide a positive "People First" team environment.
• Lead and participate in a variety of advanced-level maintenance jobs, providing follow-up and recommendations. These activities include routine, on-going preventative, corrective maintenance, repair and servicing activities of Port facilities, grounds-keeping, and equipment. Such activities may include, but will not be limited to, construction, plumbing, electrical, HVAC, painting, paving, mechanical, irrigation, heavy equipment operation, snow removal, and landscaping systems to ensure the functionality and upkeep of Port assets.
• Prepare and review work orders, material requisitions, reports, and other written and computerized systems for documentation for this operation; maintaining accurate records of all maintenance projects.
• Coordinate the procurement and scheduled use of resources such as labor, equipment, and materials to ensure maximum use and completion of work within a budget, safety guidelines, and quality standards.
• Advise Airport Senior Manager regularly on short-term and long-term planning and make suggestions for operational and cost-saving improvements. Ensure budget and contract compliance by tracking time, receipts, deadlines, and project costs. During annual budget preparation, provide Airport Senior Manager specific budget line-item needs and cost estimates.
• Perform quality assurance on Port projects and act as a liaison between Port and hired contractors. Observe and report materials used for construction, anticipate field conditions (such as previously undetected utilities and obstructions), and ensure safety regulations, installation procedures, materials and workmanship conform to project specifications.
• Lead and participate in inspecting alarm, fire, backflow assemblies, pest control, building assessments, and storm water systemsservice and repair as needed.
• Guide assigned staff in keeping records, reference materials, repair logs, timesheets, files, and utilize computerized maintenance management programs.
• Adhere to safe, environmentally sound, and healthy working practices.
• Motivate and encourage a dynamic teamwork environment.
• Operate Port equipment such as forklifts, lawnmowers, weed whackers, street sweepers, chain saws, tractors, trucks, compressors, paint sprayers, boom trucks, snow removal equipment, and related tools and equipment.
• Maintain professional public relations practices with all Port customers and tenants.
• Coordinate and provide training, mentoring, supervision, and evaluation of airport maintenance staff. Assist Airport Senior Manager in hiring staff.
• Provide leadership and accountability for the Port Safety Program, Port policies & procedures, regulatory agencies (OSHA, Stormwater compliance, Fire, and others as applicable). Safety First.
• Perform daily airfield inspections, respond to aircraft / airfield emergencies, and provide airfield escorts and tours as needed.

Ability to operate with advanced level of proficiency heavy & light motorized vehicles & equipment including but not limited to dump trucks, snowplows, tractors, mowers, compressors, sanders, generators, hand and power tools, detection devices, fire extinguishers and fire suppression equipment, hazardous materials, spill response, mobile radio, and phone equipment.

Highly proficient mechanical and electrical troubleshooting skills; knowledgeable computer skills, with an emphasis on internet searching and an ability to utilize a computerized maintenance program, with basic recordkeeping acuity.

Ability to obtain (within 30 days) a TWIC (Transportation Worker Identification Credential), if duties assigned require.
