POSITION SUMMARY : The Health Services Coordinator is responsible for managing, planning, implementing and evaluating comprehensive health / dental, environmental safety and nutrition programs for children and their families enrolled in the Santa Clara Pueblo Head Start and Early Head Start programs. This position involves extensive recordkeeping, organizing, problem solving and time management, and interpretation and communication of complex regulations and medical data and terminology. It requires extensive interaction with children, staff, parents and the larger community. ESSENTIAL DUTIES AND RESPONSIBILITIES :
Administers all health components of the Head Start Program educational components as described in the Performance Standards.
Promotes a culture that reflects the organization's values, encourages maximum performance, and recognizes the productivity of the staff.Ensures the organization, its mission, programs, and services are consistently presented in a strong, positive manner to the community.Cultivates participation and future leadership within the department and community.SupervisionProvides ongoing supervision of the cook and the assistant cook(s). With the assistance of the Nutritionist, monitors the implementation of menus, recipes and Food Service Policy; monitors food service staff in food purchasing, preparation, service and storage, kitchen cleanliness, food handling and dish washing procedures; provides training and technical assistance as needed; and assists the director and cook, as requested, in maintaining records for the food program.
Health Services ProgrammingEnsures that all enrolled children are up-to-date on a schedule of age-appropriate preventive and primary health care within four weeks of entry and as services become due; works with parents to arrange needed medical, dental, or nutritional examinations and immunizations, considering parents' work schedules.
In collaboration with parents and other staff, develops written follow-up plans and arranges re-screening, further diagnostic testing, examination and treatment for children with medical, dental or nutritional problems; assists parents in identifying resources to obtain prescribed medications, aids, or equipment.Obtains informed signed parental consent and release of information for all health, dental and nutritional services; encourages parental presence and participation and informs parents in writing of results.Identifies health, dental, emergency and nutrition service resources within the community; ensures these services are in the Community Resource Directory; assists parents in securing accessible health care for their families.Negotiates and develops written agreements / contracts with service providers; strives to ensure Head Start is the dollar of last resort, obtaining free or reduced priced services when possible.Secures a Nutrition Consultant, approves contracts, keeps credentials on file, orients the consultant to duties and to the program, and coordinates the nutritionist's visits.Plans and delivers or secures group and individualized training for staff and parents on health, dental, nutrition and environmental safety topics; provides staff with technical assistance related to these service areas.Develops written health, environmental safety, sanitation, food service and emergency policies and procedures; ensures compliance with local and state regulations; coordinates with the Director, consultant, staff, parents, advisory committees, HSAC, and grantee for participation and approval; schedules drills and monitors provisions.Monitors ongoing health status and needs of enrolled children; ensures daily health checks, administration of medications per policy and doctors' orders, and implementation of the Short-term Exclusion and Readmission Policy.Coordinates Nutritionist reviews of classrooms to ensure nutrition supports the education program, family-style meals, and appropriate food quality / quantity for ages.Coordinates observation of Head Start / Early Head Start rooms by medical personnel as required; records and implements recommendations.Organizes and facilitates activities of the Health Services Advisory Committee (HSAC); ensures diverse professional and parent representation and biannual meetings.Maintains detailed, confidential records including child health files and service tracking; develops and submits timely reports on service provision and activities.Ensures children are familiarized with health services in advance; arranges transportation and translation services as needed; coordinates with teachers to prepare children for services.Refers children suspected of having a disability to the Director and coordinates with service providers and families to provide services; ensures parental involvement and documentation.Facilitates transitions for children with incomplete medical / dental treatment or ongoing medical needs, per transition plans and with parental participation.Participates in case management, parent education planning, supervisory and management meetings, interagency and board meetings, Parent and Policy Committee meetings, and other appropriate gatherings.Attends grantee-sponsored trainings and program self-evaluation activities; reviews regulations to stay current; contributes to annual program planning and community assessment.Coordinates annual Child Find Health Screenings.Performs other duties as requested.FinanceEnsure compliance with tribal, federal, state, nonprofit, and other funding agency requirements.
CommunicationEstablish and maintain effective working relationships with Tribal officials, departmental administrators, and representatives of contracted agencies, including federal, state, educational, nonprofit and other organizations.
Create an optimal workplace by encouraging open communication between departments, programs, staff, volunteers, and community members.MINIMUM QUALIFICATIONS :
Bachelor's Degree in public health, nursing, health education, maternal and child health, child nutrition, health administration and / or early childhood. Credentials as a registered nurse or licensed practical nurse are preferred.Must be 21 years old and have completed at least 18 credit hours of coursework and training.Meet any criteria requirements set forth by the funding source.Must obtain a First Aid / CPR and Food Handlers certification within the initial probationary period.Valid New Mexico Driver's License and insurable through the Tribe's insurance carrier.Must not have any DUI / DWI convictions within the last five years from any Tribal, State or Federal Court.Must pass a background check successfully; andMust pass a drug / alcohol screening.KNOWLEDGE, SKILLS AND ABILITIES :
Demonstrates understanding of Head Start philosophy and current child health and nutrition practices.Experience working with infants, toddlers or preschoolers; familiarity with community resources.Ability to organize and manage multiple responsibilities under pressure and document extensive information.Proficiency with computer data bases and word processing; knowledge of grants, budgeting and reporting.Understanding of the challenges and strengths of low-income and Native American families; knowledge of Tribal and department policies and procedures.Knowledge of tribal, federal, and state laws and regulations related to Head Start / Early Head Start; ability to implement shared authority and decision-making.Ability to perform duties under stressful conditions; strong leadership, supervision, negotiation and interpersonal skills.Strong written and verbal communication, and computer skills (word processing, email, internet, spreadsheets).Ability to develop and monitor reporting systems for grant and contract development status.J-18808-Ljbffr
