Overview
The Lead Contract Specialist oversees the preparation and submission of contractual agreements with existing State and University laws, rules, and regulations for Job Order Contract task orders, invoices, pre-bid meetings, bid openings, bid evaluation, contract negotiations, contract preparation and award, and spreadsheets for contract accounting.
Essential Duties And Responsibilities
- Develop administrative procedures for construction or service contracts.
- Conducts technical reviews of contracts and verifies contract data.
- Compiles information from contractor bid proposals / bid specifications.
- Inputs, edits, retrieves, and accumulates documents / reports related to contract development / contractor performance.
- Processes / creates initial contract agreements, insurance and bonds, background checks, memos of understanding for documented workers, project checklists, encumbrances, notices to proceed, change orders, field orders, pay requests, etc.
- Bid, contract, and manage the natural gas supply contract for Campus.
- Maintains bid information for UT-Arlington in the UT aggregation group for the supply of electricity to Campus.
- Contract and manage contract with electric provider.
- Train and serve as a resource to the Contract Specialist.
- Review Contract Specialist work in UT-Share to ensure compliance with accounting requirements to identify and resolve any discrepancies in purchase orders, vouchers, and cost centers or project accounts.
- Assists the departmental manager or contract administrator and other contract staff in the preparation and submission of contractual agreements between Facilities Management and construction contractors and professional service providers.
- Assists in the planning, development, award, and ongoing management of complex construction or service contracts and proposals.
- Use UT-Share and contract spreadsheets to prepare year-end reports for Construction in Progress, Retainage Held, and Quantity / Ethnicity of HUB bids sent out and received.
- Interacts with staff, clients, and outside contractors on contractual inquiries and contract performance. Assists with bid protests and contract dispute resolution.
- Serves as Historically Underutilized Business (HUB) Coordinator for the department.
- Assists the University HUB department with the review of submitted contract HUB Subcontracting Plans and provides HUB Prime Contractor Progress Assessment Reports to HUB department for all invoices processed for payment.
- Performs other functions as assigned.
Qualifications
Minimum Qualifications
Bachelor's degree.Seven (7) years of relevant experience in management, administration or preparation of contracts, account reconciliation, records management, or an equivalent mix of education and relevant experience in a similar role.Texas class "C" operator's driver's license with a minimum of three (3) years of acceptable driving history.Preferred Qualifications
Certification from a professional contracting or purchasing organization as CPM, CTPM, CTCM, or CPPO.Certify as Certified Texas Contract Manager (CTCM) within 18 months of hire.Job Details
