Mission
The mission of the Texas Department of Banking is to ensure Texas has a safe, sound, and competitive financial services system.
Responsibilities
- Assist in development of examiner support reference material and memorandums and guidance issued to the banking industry.
- Maintain bank and trust examination procedures and examiner related information on the Department intranet site.
- Assist with coordinating and revising the agency's Strategic Plan, and work with Executive and Division Directors on updates.
- Monitor and track agency-related legislative issues; conduct special research projects; gather and analyze data and formulate narrative responses.
- Assist in editing policies and producing correspondence for internal and external publications.
- Track legislative bills and issues important to the Department during the legislative session; serve as liaison to FinCEN and OFAC and provide regulatory reports as required.
- Oversee FinCEN BSA Portal usage and serve as backup for BSA data retrievals; monitor data security for BSA data.
- Coordinate and develop agency and oversight board strategic plans; assess external and internal factors affecting the Department.
- Coordinate, monitor, and evaluate identification of important legislative issues; utilize legislative services to identify bills, track status, and produce summaries and periodic reports.
- Perform other duties as assigned.
Required Minimum Qualifications
Experience and Education Requirements
Financial Examiner V :
Graduation from an accredited four-year college or university with major coursework in finance, accounting, business administration, economics, or related field with at least six (nine preferred) hours in accounting.A graduate degree may substitute for an undergraduate degree not business-related.Law degree (LL.B. or J.D.) may substitute for an undergraduate degree not business-related.Five years progressively responsible experience in regulation, examination, and analysis of financial institutions.Financial Examiner VI :
Same education as Financial Examiner V.Six years progressively responsible experience in regulation, examination, and analysis of financial institutions.Financial Examiner VII :
Same education as Financial Examiner VI.Eight years progressively responsible experience in regulation, examination, and analysis of financial institutions.A copy of official college transcripts must be submitted with The State of Texas Application for Employment.
Preferred Qualifications
Supervisory experience within the last five years with regard to commercial bank safety and soundness work procedures.Be a current or former bank examiner commissioned by the FDIC, Federal Reserve, OCC, Texas Department of Banking, or another approved state banking authority.Internal applicants who have completed all phases of the Department's BETS / Commissioning Panel.Special Requirements
Position requires at least 10% overnight travel.Must possess or obtain within 90 days a valid Texas Driver's license; satisfactory driving record is required; certify Texas minimum liability coverage and valid state inspection for personally owned vehicles used for agency business.Demonstrate strong personal financial responsibility and integrity.Applicants selected for an interview may be asked to complete a work style profile.Final applicants may be subject to employment credit check, driving record check, and criminal background check.State law prohibits indebtedness or financial interest in an entity supervised or regulated by the Banking Commissioner (Texas Finance Code, Section 12.107).For prior regulatory or industry experience, the selected applicant may need to provide a training profile of courses attended.Knowledge, Skills, and Abilities

The position is primarily sedentary office work with occasional mobility. Requires extensive computer use and regular interaction with staff and the public. Reasonable accommodations may be made for disabilities.
