The purpose is to perform advanced technical, administrative, and supervisory work in directing engineering activities related to development plan review, floodplain review, and project management. Performs complex administrative and professional civil engineering work in the design, construction, inspection, and coordination of a variety of public works projects; processes, reviews, and approves plans associated with residential, commercial, industrial development, subdivision, and other projects for conformance with local, State and current civil engineering practice. Responsible for the review and management of Development and Site Plan Review to ensure compliance with adopted codes and ordinances.
Works collaboratively with the Building Division, Zoning Division, Community Development Director, and other City staff to review building, development codes, and ordinances to recommend code revisions and ensure that all staff remains informed of new developments in construction materials or methods.
Develops and implements instructional sessions on a regularly scheduled basis to ensure the transfer of knowledge and information.
Reviews submitting of plans, construction documents, and applications prior to the acceptance and notify the applicant that the submitter has been rejected due to missing documents and / or information.
Determines whether plans submitted are adequate to transmit full information to site inspectors, are sufficient for a complete code review, and conform to building codes, ordinances, and other standards.
Designs and maintains user-friendly written and illustrative guidelines to help the customer understand minimum code requirements for developing project plans and serving as a template when professional drawings are required.
Performs customer service by phone, in person, or other electronic means; advises developers, contractors, and the general public on matters relating to building codes and other ordinances; interprets and applies code regulations; answers questions and explains the necessity of modifying construction documents.
Assists Permitting and Administrative Staff as needed with customer inquiries and application intake.
Assists the Zoning Division with a development plan review to ensure compliance with applicable ordinances.
Issues permits and makes field inspections throughout the City as necessary. Enforces the tree preservation / replacement requirements and landscaping ordinances.
Responsible for the Land Disturbance Permit process.
Reviews construction documents while on job sites for compliance with appropriate codes and ordinances while conducting field inspections.
Receives and responds to inquiries and complaints regarding questionable construction practices; addresses complex enforcement issues.
Provides technical assistance on codes and ordinances to office staff and inspectors in the field; may accompany inspectors in the field to provide advice or assist with problematic situations.
Attends meetings with contractors, architects, engineers, and the general public; confers with the same regarding code compliance matters and interpretation of codes and ordinances.
Prepares reports and keeps records regarding inspections.
Attends classes necessary to obtain and / or maintain appropriate certifications and professional licenses.
Prepares evidence and testifies in court on code violation cases and cases involving state licensing boards.
Works with Building Official in making informed decisions and interpreting code when necessary.
Position involves competing demands, performing multiple tasks, meeting strict deadlines, occasionally working extended hours to meet deadlines, and attending public meetings after office hours.
Reviews subdivision preliminary plats, final plats, re-plats and subdivision construction plans.
Reviews construction plans, site plans, subdivision plats, legal descriptions, and other development-related applications and documents for compliance with the local design standards and / or state and federal codes and other civil engineering standards.
Reviews hydrologic and hydraulic models and analysis, drainage reports, FEMA letter of map change documents and reports, geotechnical reports, pavement designs, and other development-related reports / documents.
May serve on boards or be an advisor as appointed by the Director.
Meets with citizens, developers, contractors, and other agencies. Responds to questions from the public concerning drainage, private development, and other related issues.
Provides information to the public regarding potential projects with applicants, including property owners, developers, and design professionals. Explains filing procedures and analysis criteria.
Ability to read and interpret site plans, building plans, specifications, calculations, and codes to determine compliance with appropriate codes and ordinances.

Education and / or Experience
Bachelor's degree in Engineering, Architecture, Building Construction or related field preferred; or five (5) years of progressively responsible management experience and / or training that includes public administration, budget and engineering project management, engineering design, and general accounting principles; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Ability to write speeches and articles using original or innovative techniques or style. Word, Excel, PowerPoint, AutoCAD XP-SWMM, HEC, Hastead Methods, TR-22, and other stormwater programs.
Certificates, Licenses, Registrations
Licensed as a Registered Professional Engineer in the State of Georgia is preferred, Georgia and Soil and Water Conservation Commission Level II Certified Plan Designer / Reviewer with Level IB preferred, Certified Floodplain Manager, and maintain a valid Georgia driver's license.
