Parking Enforcement Officer
The Parking Enforcement Officer is responsible for enforcing parking regulations throughout the City of St. Pete Beach and ensuring all pay stations are properly maintained and functioning. This position supports compliance with municipal codes and contributes to the safe, lawful, and efficient use of public and permit parking areas. Officers are expected to maintain accurate records, provide courteous public service, and adhere to departmental Standard Operating Procedures (SOP), including a structured monthly rotating schedule. This position reports to the Code Enforcement Manager. Position Schedule : Wednesday Sunday, 11 : 30 a.m. to 8 : 00 p.m. Weekend Availability is Required.
Essential Job Functions :
- Parking Regulation Enforcement
Patrol designated areas to monitor compliance with local parking ordinances.
Issue citations for observed violations using handheld enforcement devices.Document all violations accurately in accordance with city procedures.Public Interaction and Customer ServiceProvide clear and courteous information to the public regarding parking policies, meter use, and appeals processes.
Assist drivers in resolving parking-related concerns in a professional manner.Maintain composure and professionalism in high-pressure or confrontational situations.Pay Station MaintenanceEnsure all parking pay stations are fully operational and clean.
Conduct regular preventative maintenance, including :Wiping solar panels with a damp cloth to remove dust and debris (no dripping water).
Cleaning door gaskets and inspecting for damage.Lubricating keyhole slots with "Lock Saver" and wiping excess residue.Spraying compressed air on the motherboard and internal mechanisms; vacuuming debris as needed.Cleaning credit card slots using approved cleaning tools.Checking, cleaning, and confirming battery function and charge.Wiping down all external surfaces of the pay station.Report low supplies or materials to the Department Manager before requesting orders.Notify the Department Manager of any machine issues before contacting the pay station vendor.Documentation and ReportingMaintain daily logs of enforcement activity and pay station maintenance.
Submit accurate reports on citations issued, public interactions, and equipment status.Assist in documentation and administrative processes, including citation appeals and internal audits.Shift ManagementAdhere to a structured monthly rotation schedule :
Full-time officers alternate monthly between :
Monday through Thursday shifts
Friday through Monday long-weekend shiftsPart-time officers are scheduled primarily on Saturdays and Sundays.Must be available for flexible scheduling, including holidays, special events, and high-volume tourism periods.Minimum Qualifications, Licenses, Certifications :
Minimum QualificationsHigh school diploma or GED.
Valid Florida driver's license with a clean driving record.Strong communication skills, both verbal and written.Ability to work outdoors for extended periods in all weather conditions.Self-motivated, organized, and able to work independently.Previous experience in municipal parking enforcement, law enforcement support, or customer service roles. (Preferred)Familiarity with handheld citation equipment and pay station technology. (Preferred)Training in conflict de-escalation or public engagement is highly desirable. (Preferred)Must be available to work Wednesday Sunday, 11 : 30 a.m. to 8 : 00 p.m. (weekends are mandatory).Special RequirementsEmergency Response Status : As a condition of employment, City of St. Pete Beach employees may be required to work as directed during an undeclared and / or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

Ability to learn applicable traffic laws and department rules and regulations.Ability to understand and complete written and oral instructions.Ability to assist in clerical duties, including typing and filing.Ability to write clearly and prepare complete / concise reports.Ability to read and understand Florida and out of state vehicle tags, expiration stickers and Handicap placards.Ability to communicate effectively with the public in a courteous and professional manner, exercising tact and good judgment.Ability to operate various vehicles and to learn the operation of any specialized motor vehicle should that be required.Ability to operate vehicle's alternate or emergency lighting.Ability to learn the use of and understand a police two-way radio and to receive instruction while driving and must be able to monitor police radio as primary means of being contacted.Ability to walk and / or stand for extended periods of time.Ability to work outdoors under adverse weather conditions.Ability to be certified in C.P.R. and A.E.D. use.General knowledge of traffic laws and departmental rules and procedures affecting parking enforcement.Ability to establish and maintain effective working relationships with associates and the general public.Physical Requirements and Working Conditions :
Work is performed outdoors with frequent exposure to weather elements (heat, rain, humidity).Duties involve walking and standing for long periods, entering and exiting vehicles, and lifting items up to 25 lbs.Use of city-issued uniforms, equipment, and vehicles is required.Requires kneeling, crouching, standing, walking, fingering, grasping, and repetitive motions.Vocal communication is necessary for expressing ideas verbally, and hearing is required for perceiving spoken information.Benefits :
