Overview
LICENSING SPECIALIST - SAMH - 60048838 role with the State of Florida, within the Department of Children and Families. This position licenses substance abuse service providers located within the Central Region and assists with designations for Baker Act receiving facilities. Responsible for ensuring providers are licensed according to licensing requirements within designated time frames, exploring all complaints and grievances related to providers, and providing technical assistance to community-based substance abuse agencies to aid the licensure process. The position covers all counties within the Central Region, including Orange, Seminole, Osceola and Brevard. The Orlando area (Orange County) or Bartow area (Polk County) are possible posting locations.
Responsibilities
- Monitor, license, and evaluate substance abuse prevention, intervention and treatment programs per licensing standards outlined in Florida Statute and Administrative Code.
- Implement policies and procedures; conduct on-site inspections of service providers; license substance abuse programs as assigned.
- Investigate licensing violations and complaints; prepare reports and initiate administrative action as required by statute and / or administrative code.
- Identify corrective actions, monitor progressive discipline and administrative action processes, and provide timely administrative complaint notifications to providers.
- Maintain and update information in the program's information systems; review corrective action plans for sufficiency and follow up on compliance.
- Review documents for substance use disorder and designated provider applications; generate invoices; document and review complaints; conduct audits; and ensure updates are maintained in the system.
- Provide technical assistance to subcontractors and providers to support compliance with licensing standards.
- Respond to inquiries from the public, other agencies, and providers with accurate information on licensed programs; consult with stakeholders regarding licensing regulations.
- Complete public records requests when applicable.
- Represent the Department in community meetings, work groups, and forums related to licensing, substance abuse, and mental health issues.
- Perform other duties as assigned by the Regional Licensing Director.
Minimum Qualifications
A bachelor's degree in social services or related field from an accredited college or university with 2 years of social service work experience, or a master's degree with 1 year of social service work experience. Licensing and / or substance use disorder experience preferred.Knowledge, Skills, and Abilities
