Department Overview
Capital Markets Finance (CMF) at UCOP is responsible for raising capital on behalf of all ten UC campuses and six medical centers and manages the University's $35 billion debt portfolio. CMF's support for capital programs for the campuses and medical centers is essential to the University's educational, research, and medical activities and to providing services to our faculty and student body.
Position Summary
The Senior Capital Markets Finance Officer will work closely with the Director of Capital Markets Finance to manage the University's debt portfolio and capital markets financing activities. This is a unique opportunity working to manage the largest debt portfolio in higher education and one of the largest portfolios for any municipal bond issuer in the country. Our portfolio includes $35 billion of fixed and variable rate bonds issued under a variety of credits, a $4 billion commercial paper program, over $1 billion of interest rate swaps, and bank lines of credit used for capital projects and backup liquidity. Additionally, the Office of Capital Markets Finance manages a rapidly expanding internal central bank that facilitates a significant portion of lending for capital projects throughout the system. The selected candidate will hold wide-ranging responsibilities related to all aspects of managing the debt portfolio. In addition to coordinating most day-to-day activities of the team in collaboration with the Director, the Senior Finance Officer will manage junior staff and provide direction and leadership to the full team. The selected candidate will play a central role in supporting transaction execution, including : developing transaction structure; working closely with underwriters, financial advisors, attorneys, rating agencies, and other participants; and coordinating key internal actions. The position will require close involvement in developing long-term financing strategies and frequent independent engagement with other departments within UCOP and stakeholders at all UC campuses and medical centers.

SPECIAL CONDITIONS
This position has been approved for a hybrid work arrangement. The person hired must report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA, on Tuesdays and Wednesdays, subject to change. The person hired will be required to reside in the state of California.
